BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized and directed to accept a bus stop easements, per the
attached, and the proper City officials are hereby authorized and directed to execute any
and all documents necessary for purposes of same.

BACKGROUND
The subject sites include Oshkosh North High School, Oshkosh West High School, and the
Winnebago County Courthouse. The North High School bus shelter will be placed along W.
Smith Avenue between the eastern parking lot and public right-of-way. The West High School
bus shelter will be located near the corner of N. Eagle Street and Southland Avenue. The
County Courthouse bus shelter will be poured near the southwest corner of the parcel, at the
Algoma Boulevard/Dawes Street intersection.
ANALYSIS
Based on bus stop activity and public input, GO Transit has identified these locations for the
installation of new transit shelters and are requesting acceptance of easements as the shelters
will be placed on private property. The school district and county will pour the concrete base
while the City will provide and install the shelters. The North High School bus stop is the 6th
busiest and the proposed 6'x17' shelter will be installed near the current bus stop location. The
West High School bus stop is the Th busiest and the proposed 5'x10' shelter will be installed
near the current bus stop location. The proposed shelter on the Courthouse property is
adjacent to the bus stop at the Algoma Boulevard/Dawes Street intersection which currently
has a bench at this location however it is too close to the curb with no concrete in the terrace
area. The proposed 5'x10' shelter will allow for the removal of the existing bench which
would vacate a wide concrete path to the curb for boarding purposes. The Transit Advisory
Board has approved the locations unanimously and the Department of Public Works will work
with the property owners to have appropriate easement documents signed and recorded at the
Winnebago County Register of Deeds.

FISCAL IMPACT
Acceptance of the easements as proposed will not require the expansion of city services as the
bus stops currently exist and are on an established bus route. There may be some minor
additional maintenance costs for the shelter structures.
RECOMMENDATION
The Plan Commission recommended approval of the acceptance of easements at its August 1,
2017 meeting.

GENERAL INFORMATION

The City of Oshkosh is requesting acceptance of easements for transit shelters at Oshkosh North
High School, Oshkosh West High School, and the Winnebago County Courthouse.
Applicable Ordinance Provisions:

Property Location and Background Information:
The subject sites include North High School, West High School, and the County Courthouse. The
North High School bus shelter will be placed along W. Smith Avenue between the eastern
parking lot and public right-of-way. The West High School bus shelter will be located near the
corner of N. Eagle Street and Southland Avenue. The County Courthouse bus shelter will be
poured near the southwest corner of the parcel, at the Algoma Boulevard/Dawes Street
intersection.
ANALYSIS
Based on a yearly evaluation of bus stop activity and public input, GO Transit has identified these
locations for new transit shelters. Easements are necessary as the shelters will be placed on
private property. The School District and County will pour the concrete while GO Transit will
provide and install the shelters.
The North High School bus stop is the 6f busiest bus stop and is served by Routes 1 and 4. The
proposed 6' X 17' shelter on 7' X 18' slab will be installed near the current bus stop. Transit staff
will work with Oshkosh Area School District for the installation as the concrete slab will be on
North High School property.
The West High School bus stop is the 71b busiest bus stop and is served by Route 6. The shelter
will be 5' X 10' in size on a 7' X 18' slab, placed near the current bus stop on Southland Avenue.
Transit staff will work with the School District for the installation as the concrete slab will be on
West High School property.
The County Board and Transit Advisory Board have been working with Winnebago County to
pour a concrete slab on County (Courthouse) property, adjacent to the bus stop at the Algoma
Boulevard/Dawes Street intersection. Currently there is a bench at this location, but it is too close
to the curb. There is no concrete in the terrace area where passengers board, which creates a
muddy path in wet weather. Installation of the proposed 5' X 10' bus shelter on &' X 10' slab will
allow for removal of the existing bench, which would vacate a wide concrete path to the curb that
riders could use when boarding.
The Transit Advisory Board has approved the locations unanimously. The Department of Public
Works does not have concerns with the proposal and will work with the property owners to have
appropriate easement documents signed and recorded at the Winnebago County Register of
Deeds.
RECOMMENDATION/CONDITIONS
Staff recommends approval of the acceptance of the proposed easements as requested.
The Plan Commission approved the acceptance of the proposed easements as requested. The
following is the Plan Commission's discussion on this item.
Mr. Slusarek presented the item and reviewed each site and the locations of the proposed bus
shelters on the site. He discussed the reason for the installation of these bus shelters as well as the
sizes and dimensions of these structures. He stated that the placement of the shelters had
received approval by the Transit Advisory Board and the Department of Public Works.
Mr. Borsuk stated that there was an existing bus stop at the Courthouse and questioned if this
was an appropriate place to have a bus stop as it is a very busy street.
rim Collins, Director of Transportation, responded that the item had gone through the Transit
Development process and was evaluated and was also a request from community transit users.
Mr. Thoms inquired why the West High School shelter was smaller in size.
Mr. Collins replied that the standard shelter size was 5'x1.0' however they received a bus shelter
from Winnebago County for North High School that was a larger size. The other shelters are
models they have in stock and a larger shelter may be purchased for West High School in the
future.
Motion by Vajgrt to approve acceptance of the easements for properties located at 375 N. Eagle
Street, 1100 W. Smith Avenue and 415 Jackson Street.

Each year GO Transit staff reviews East Central Wisconsin Regional Planning
Commission's Bus Stop Assessment results, current bus stop activity data and public
input to direct resources for bus stop improvements. The goal is to improve a few bus
stops every year and budget accordingly. Based on this evaluation, GO Transit has
identified 3 locations for transit shelters. Since the shelters will be placed on private
property (school district and county), easements are needed. The school district and
county will pour the concrete while GO Transit will provide and install the shelters.
1. North High School (NHS) -The bus stop at NHS is the 611 busiest bus stop and
had 81 ramp deployments from January -March 2017, It is served by Routes 1 and
4. Staff recommends placing the large 6' X 17 shelter near the current bus stop on
Smith Ave. Staff will work with the Oshkosh ,Area School District for the
installation, since the concrete slab would be on NHS property.
2. West High School (WHS) - The Route 6 bus stop at WHS is the Th busiest bus
stop and had 28 ramp deployments from. January - March 2017. Staff
recommends placing a 5' X 10' shelter near the current bus stop on Southland
Ave. Staff will work with the Oshkosh Area School District for the installation,
since the concrete slab would be on NHS property.
3. Court House & County Buildings - County Board and Transit Advisory Board
member, Mike Norton has been working with Winnebago County to pour a
concrete slab on county property adjacent to the bus stop at Algoma Blvd. &
Dawes St. Currently there is a bench at this location, but it is too close to the curb.
There also is no concrete in the terrace area where passengers board, which
