(AECOyN) is requesting an amendment tothe agreement dated May 27, 2U15 (4ECON1Proposal Number[)PP'3815O1). City Resolution No15-2D5. This amendment request io for additional services completed to date and for continued monthly monitoring of the gas monitoring vve||a through the first quarter of2O17. Work that has been conducted todate that ioconsidered outside ofthe original scope of work includes: Work Item Budgeted Aotmap Sample Existing LFQWells (3) 1 4; these wells are now incorporated into continuous monthly sampling Draft Landowner Notification Loder 1 3 (per requests of City staff) Subcontract Excavator and Document O 2rounds (11 total pits) excavated prior to Test Pits LFGvveU installation Subcontract Driller and Document Well 4-8 Wells 1Dwells installed during two separate Installation mobilizations bydriller Conduct Pump Tests of Selected LFG O 3 (with discussion and agreement from City Wells to Investigate LFG Quantity staff) Conduct Monthly Monitoring ofLFGWells O 17months (November 2O15-March 2O17) Technical Memorandum O Technical Memorandum -Jonuary 13. 2017 N0NR |nterface O Prepare Project Summary Please note these out of scope demo have been initiated and/or completed booed on conversations and in agreement byCity staff. The purpose oflisting these items iotwofold: 1)toprovide arevised scope cf work to our original proposal, and; 2)to request additional compensation where necessary. Additional compensation is only being requested for continued site monitoring, preparation ofaTechnical N1emonsndum, and interfacing with thoVVDNR. All other out-of-scope items were completed within the original budget by utilizing funding from tasks in the original proposal that were completed under budget. This amendment was prepared based on the following assumptions: * Monthly Monitoring will continue through the end ofMarch 2O17 v Technical Memorandum dated January 27, 2017 is complete n\Pmacm01'Amenoment � . ^ AECOM * Anticipated VVONRInterface will beconducted inthe first quarter of2U17 Addffioi�ial Moriti"fly Monitoring AECOM proposes to continue monthly methane monitoring activities based on original discussions with VVDNRpersonnel and inaneffort tocollect LFGsystem design data. At each gas monitoring well, initial percent of the LEL of methane(percent LEL methane), percent methane gas(percent methane), percent oxygen (percent 02), percent of carbon dioxide(percent COA and groundwater levels will bemeasured. The LEL iothe minimum concentration ofeparticular combustible gas orvapor necessary bosupport its combustion inair. The LEL ofmethane gas io5Y6 methane byvolume. Observations (such as ground condition, barometric pressure, and monitoring well conditions)will also berecorded. After initial readings are recorded, monitoring wells will be purged with a pump at a rate of two liters per minute. Continuous percent LEL methane iohnbemeasured aethe well iopurged. Afinal reading will ba recorded when consecutive methane readings are within±10Y6LEL. Final measurements include percent LEL methane, percent methane gas, percent COe. and percent Ou. The length oftime required toachieve the final reading iotypically unique toeach well. VVehave been completing this work since April 2O1G. VVehave been requested byCity staff tocontinue monitoring through March 2O17. Monthly labor costs to perform the monitoring range from approximately$300 to$1,600 per month. This variation in monthly costs is based on weather and site conditions which impact the efficiency ofthe field odeff. These costs also include the rental oftesting equipment. Please note wohave been scheduling the sampling events to coincide with Knapp Street Quarries and Timmerman Landfill projects to eliminate multiple shipping charges, reduce rental fees for the monitoring equipment, and provide a single equipment charge for the use ofanAECOyNtruck and other field equipment. The total estimated cost for these additional services ieapproximately$12.00O. TechrOcal Me00oranduni AECOM staff prepared a Technical Memorandum which provides a summary of background, investigation results, comparison of design options, budgetary capital cost estimate, and recommendations. The intended purpose ofthis memorandum was toprovide City staff with remedial options and cost comparisons. |iwill beutilized for consideration cf financial options and budget preparation. The cost was$4.77O. This cost was developed by time incurred by the AECOM team consisting of 4 hrs. Paul Timm,Account Manager, 6 hrs. Cliff Shierk, RE., Project Manager, 0 hrs., Don Pirrung, RE., Senior Landfill Design Manager, and 8 hrs., Paul Wintheiser, RE., Senior Landfill Gas Design Engineer and 2 hours Betty Seifert, staff assistant. . Please note that nocosts were incurred for the AECOPNstaff that attended the meeting with City staff onDecember 14. 201G. WIMR hiriterface AECOM recommends preparing a project update to be presented to the new WDNR project manager.The Technical Memorandum discussed above would be modified to provide a more comprehensive summary ofthe investigation and monitoring results todate. VVeanticipate conducting efollow-up meeting with the WDNR manager to discuss the results and recommendations provided in the project update. The anticipated cost for this is$7,000. The project update will be prepared by Cliff Shierk and Paul Timm. The meeting with WDNR will be attended by Cliff Shierk, Paul Timm, and either Don Pirrung or Paul VVinthmioero|ong with City staff.
