Dear Mr. Rabe,
AECOM Technical Services, Inc. (AECOM) is requesting an amendment to the agreement dated
September 9, 2015, AECOM Proposal Number OPP-384742. This amendment includes additional
Sediment Testing and Design Services related South Park Retrofit Project and for the preparation of
Final Design Documents, Permitting and Bidding Assistance related to the Parking Lot Design
within South Park.
Sediment Testing and Additional South Park Retrofit Design Related Services
Sediment Testing
Our original contract included$4,200 for sediment testing in the three (3) South Park Lagoons.
Since the scoping of this project, we've had issues with Waste Management on the 3rd Avenue
outfall site with regards to analysis for sediment disposal. Therefore we analyzed all of the
parameters that both Waste Management and Advanced Disposal facilities required for the 3rd
Avenue outfall site to the South Park project. Review of the results has indicated elevated level of
RCRA Metals, PAHs, SVOC's and Pesticides in all lagoons and additionally PCB's in the East
lagoon. This additional testing allowed us to better develop a sediment dewatering and disposal
plan. In addition, we intend to competitively bid the disposal of sediment based on the results of the
laboratory testing.
The amended sediment testing fees includes the following cost breakdown:
$4,200 Original Contract Fee
$3,150 Additional Sediment Testing Fee
$7,350 Revised Sediment Testing Fee
The additional cost for the Sediment Testing will be$3,150.

Structural Analysis
Our original contract scope included$32,000 for the structural analysis and design of the proposed
hydraulic structures within South Park. The original scope included the structural calculations,
structural details and technical specifications of the proposed hydraulic structure's summarized
below:
$12,000 Six (6) aprons and wing-walls
$3,000 One (1) outlet structure
$5,500 Two (2)junction manhole structures
$11,600 Two (2) spillway structures
$32,000 Total Original Contract Fee
AECOM proposed a storm sewer consolidation plan to keep the storm sewer outfall consolidation
within the limits of South Park. However, the City preferred to extend the storm sewer consolidation
into both Georgia Street and South Park Avenue. The budgeted two (2)junction manhole
structures was increased to a total of five (5)junction manhole structures located in Georgia Street
and South Park Avenue.
In addition to the proposed storm sewer layout, the City intends to integrate an ADA accessible
concrete overlook structure over the top of the proposed west lagoon outlet structure. To support
the structural design of the ADA overlook structure, AECOM performed additional structural
analysis; provided details and technical specifications not provided in the original scope of work.
Based on the 60% Design Drawings provided to the City, and the City of Oshkosh 60%design
review comments, the updated list of the proposed hydraulic structures are summarized below:
• Six 6 a rons and wing-walls, The existing 12"and smaller CMP outfalls within the park will
be replaced with 12" RCPs and standard precast wing-walis structures. The design fees for
these structures will be removed and provided as a credit of$12,000.
• One 1 outlet structure with integrated ADA Overlook structure. The structural analysis,
details and technical specifications for the ADA overlook structure is an additional $5,800.
• Five 5 'unction manholes structures. The structural analysis, details and technical
specifications for the additional three (3)junction manholes is$10,500.
• Three 3 spillway structures. The budgeted 2 spillway structures in the west and east
lagoon will remain with the addition of an auxiliary spillway constructed in the crest of the
east lagoon berm. The structural analysis, details and technical specifications for the
concrete auxiliary spillway is an additional$700.
The revised structural analysis includes the following cost breakdown:
$32,000 Total Original Contract Fee
$12,000 Credit for six (6) aprons and wing-walls
$5,800 ADA Concrete Overlook Structure
$10,500 Three (3) additional junction manhole structures
700 East lagoon Emergency Spillway Structure

Since the project limits have expanded into both Georgia Street and South Park Avenue, AECOM
will prepare the following plan, profiles and details to restore Georgia Street and South Park
Avenue:
• Plan and Profile—Georgia Street Pavement Restoration Plan
• Plan and Profile—South Park Avenue Pavement Restoration Plan
• Plan and Profile—South Park Avenue and Georgia Street Intersection Restoration Plan
• Type 2 Curb Ramps with Detectable Warning Fields (DWF), in Georgia Street and South
Park Avenue Intersection
• South Park Driveway entrance from Georgia Street
The additional cost for the new street restoration plan and profile sheets will be$6,500.
Bast Lagoon
Upon review of the South Park Tree Plan dated August 16, 2016 the City has requested that
AECOM revise the 90%grading plan of the East Lagoon to save three 100-year old oak trees on
the west side of the lagoon. AECOM will prepare the following revisions to the 90% design
including the following:
• Update the East Lagoon Grading plan contours and 3D surface using the concept provided
by the city as a guide.
• Update east lagoon plan views, sections and details of the shoreline treatments, seeding
areas, turf reinforcement areas, and tree removal plan.
• Update quantities for bid tabs for sediment logs, seeding, site restoration, earthwork, and
riprap.
The additional cost for the rework to update the East Lagoon will be $4,000.

Amendment 1
Upon review of the South Park 90% design drawings, the City has requested that AECOM re-route
the existing 12"storm sewer currently in Ohio Street.into the east lagoon near the location of the
future parking lot.AECOM will prepare the following revisions.
• Storm Sewer Plan and Profile Drawings
• Update XP SWMM Model to size the new pipe(s) to account for additional drainage area
and future"land use" of the future parking lot.
• Update WinSLAMM model to account for additional impervious drainage area.
The additional cost for design and additional modeling effort will be$800.
The selected storm sewer consolidation alignment in the South Park and Georgia Street
intersection conflicts with the alignment of the existing 16 inch water main in Georgia Street.
AECOM will prepare profile drawings, details, specifications and bid tabs for the reconfiguration of
the water main. The additional cost for the design effort will be$1,000.
Based on discussions with the City on October 17, 2016, the City requested that AECOM develop
concept level electrical plans, details and quantities for the City of Oshkosh Electrician. AECOM will
prepare concept level drawings, details, and estimate of cost for the configuration of electrical work
within the Park. The additional cost for the concept design effort will be$5,000.
Parking Lot- Preparation of Construction Documents, Permitting and Biddinq Assistance
We understand that the City of Oshkosh (City) previously retained Jewell Associates Engineers, Inc.
to complete an assessment of all municipally owned parking lots. Based on this report, the South
Park Parking Lot located at 1300 Georgia Street was constructed in 1984 and is at the end of its
service life. The City intends to reconstruct this lot. The parking lot currently contains 40 parking
stalls with two being ADA stalls with one van accessible aisle. No curbing, islands, or walkways are
currently provided. The parking lot currently contains no storm sewer system, and relies on "sheet
drainage"of storm water runoff to lawn areas. The asphaltic surface has reached the end of its
service life and needs replacement. Currently lighting fixtures are present. In addition, a covered
shelter is also located within the parking lot. City staff requested that the parking lot design
eliminate the vehicle traffic around the pavilion.
We understand the City would like to implement the parking lot improvements with the South Park
Area Basin Retrofit project. The project will be funded by the City's Capital Improvement Program
(CIP Parking Lots). Storm water will be managed to meet the Wisconsin Department of Natural
Resources (WDNR) discharge requirements using the on-site lagoons. A parking lot lighting system
is proposed to be installed to be in compliance with current City parking lot lighting design criteria.
The parking lot may be expanded slightly in the northeast corner where the parking lot currently
bumps out.
AECOM, under a separate contract has completed a site survey including a 3D surface, site
features, and utilities. The survey information will be adequate for use as a base map for the
project plans.
AECOM recommends four soil borings to be performed to depths of 10 feet within the parking lot
footprint to assess the subsurface condition and for use in design of the pavement section. Borings
should be extended to deeper depths if unsuitable soils are encountered in the upper 10 feet, Cost

for these services has not been included in this proposal. AECOM understands that this work will be
included in the annual CIP 2017 subsurface exploration program.
AECOM proposes to perform the following services:
• Final Design and Preparation of Plans and Special Conditions suitable for bidding with
current City Standard Specifications. This will be included with the bidding documents for
South Park Area Basin Retrofit.
• Permit and Approval applications.
• Bidding Assistance.
The scope of services for the above mentioned tasks are described in the following sections.
Scope of Services
Task 1 Final Design and Construction Documents
AECOM proposes to develop a plan set anticipated to consist of the following drawings:
• Cover Sheet with project location and drawing index
• Project Information Sheet
• Existing Conditions
• Site Benchmark
• Proposed Conditions
• Demolition Plan
• Erosion Control Plan
• Utility Plan Sheet
• Storm Water Plan
• Grading & Paving Plan
• General Details and Notes Sheet
• Landscape Plan and Detail Sheet
• Electrical Layout Plan (lighting &power) provided by the City
• Electrical Details Sheet provided by the City
AECOM will prepare Special Conditions to be incorporated by the City with the current City
Standard Specification and contract requirements. AECOM will prepare an opinion of construction
cost at the 90%, and Final Completion levels of design. A review meeting will be held at the 75%
and 95%completion levels with the stakeholders.
Deliverables;Three hard copies of the draft plan set and special conditions for City review at the
75% and 95% completion level. Electronic copy of the 100%final plan set and Special Conditions.
Task 2 Permit and Approval Applications
AECOM proposes to prepare the following permits and approvals for the project:
• Prepare and include the Parking Lot within the South Park Retrofit WDNR Water Resources
Application for Project Permits (Storm water NOI).

• A Storm Water Management and Erosion Control (SWMEC) Plan to conform to City Storm
Water Ordinances. This will consist of a written plan describing the existing site conditions,
proposed improvements, storm water management features, and erosion control measures,
A WinSLAMM analysis will be performed as part of this plan to show water quality
improvement provided by the storm water treatment areas.
• An application package for Site Plan Approval to conform to City requirements. The plan
set developed in Task 1 will be used for this application.
Deliverables:Storm Water Management and Erosion Control Plan including electronic copy of
WinSLAMM model, and Site Plan Approval Application or City review. Once comments are
received, AECOM will finalize the documents to be included in the South Park Area Basin Retrofit
project bidding documents.
Task 3 Bidding Administration
AECOM is already under contract to perform these services for the South Park Area Basin Retrofit
project. This project will be included and no additional costs will be included.
Task 4 Construction Documentation and Project Management
AECOM proposes to provide construction services and management under a separate agreement
as part of the South Park Area Basin Retrofit.
Assumptions
This proposal assumes:
• Environmentally impacted soils will not be encountered.
• Storm water will be managed using the existing lagoons on site.
• The City will provide the Site Illumination Plan and Light and Pole Types. In addition, the
City Electrician will provide an electrical plan and details.
• The City will provide and install the wiring, poles and lights during construction for the
project.
Project Schedule
The following schedule has been prepared assuming a construction start of Late Spring 2017. A
more detailed schedule will be provided once the project is initiated.

Site Plan Submission and Approval: Mid December 2016

Project Fees
We propose to perform.the above-noted scope of services for the following estimated fees:

Total Parking Lot Estimated Fee $27,900
Permit review fees are to be paid by City of Oshkosh. As with all City projects, AECOM will only bill
for actual time and expenses incurred.
Revised Budget
The project was authorized with a budget of$299,900 for services as outlined in our original
proposal dated September 9, 2015. A budget increase of$53,350 is requested for the additional
services summarized above. The requested new project budget is $353,250.
The services provided will be performed in accordance with the 2016 Negotiated Fee Schedule and
conditions of the General Conditions of Service—City of Oshkosh, April 2009 as provided in our
original proposal number OPP-384742, dated August 28, 2015, which are expressly incorporated
into, and are an integral part of, our agreement for professional services, AECOM can begin
providing these services immediately upon receipt of the signed Amendment Authorization Form
(attached).
