As the owner of an Oshkosh Locally Landmarked Building, your property carries special significance to the neighboring properties and Oshkosh community beyond. We imagine that you are considering a repair project or alteration if you are looking at this form. The historic status of your property means that it is worthy of appropriate maintenance. The care and maintenance are the best means of ensuring that your historic structure will maintain its presence in the community into the future. The Oshkosh Landmarks Commission seeks to assist you throughout the design review process. WHAT IS A CERTIFICATE OF CONSISTENCY (COC)? A COC explains repair or alteration work that is proposed for an historic structure that is locally landmarked in the City of Oshkosh. Repair or alteration work listed and approved with a COC would include exterior repair or alterations or interior repair or alterations that can affect the exterior features of your property. The Oshkosh Landmarks Commission, in issuing a COC, determines that proposed work on a landmarked property is appropriate for the building. The Landmarks Commission must review the proposal and approve the work. WHO NEEDS TO OBTAIN A COC? Property owners residing within the City of Oshkosh who own locally landmarked properties must obtain a COC for proposed work on their properties. This does not include property owners whose properties are listed on the National or State Registers, but not locally landmarked. Exterior work to a locally landmarked building that would require a building permit requires a COC. The process includes obtaining zoning approval, landmarks review, landmarks issuance of a COC, and the issuing of a building permit. EXAMPLES OF PROJECTS THAT REQUIRE A COC: If a project involves exterior features of your locally landmarked property, it requires a COC issued by the Oshkosh Landmarks Commission. Such projects would include but are not limited to:  Building additions / alterations  Siding – Replacement or Repair  Foundation – Replacement or Repair  Exterior Signage  Brick – Replacement, Repair, or Repointing  Exterior Wood – Replacement, Repair of details or decorative features  Porch work – Replacement or Repair  Windows and Doors – Replacement or Repair The Landmarks Commission does not control paint color. Form # 2017-01 COC PROCESS: Visit the Planning Services Division on the 2nd floor of City Hall and provide a description of what your project involves. Planning staff will provide you with the Certificate of Appropriateness Application. Fill this out completely and submit this along with any renderings, photographs, spec sheets, and other drawings to the staff liaison of the Landmarks Commission. Please ensure that your application is submitted at least two weeks prior to the next scheduled Landmarks meeting (meetings are held on the second Wednesday of each month). Attendance at the Landmarks Meeting The staff liaison of the Landmarks Commission will review your application and determine whether the work requires review by the Landmarks Commission. For work requiring Commission review, the Commission requires that you or your representative attend the Landmarks meeting when the review is scheduled so that Commissioners can ask questions and clarify areas of confusion that may arise during discussions pertaining to the project. If no representative is present at the meeting, your review will be delayed. The staff liaison will inform you if your work requires Commission review. If not, no attendance at a Landmarks meeting is necessary. What Criteria are used to review my project? The Landmarks Commission will use the City of Oshkosh Historic Preservation Ordinance to review your proposed project. The criteria listed in the Historic Preservation Ordinance are based on the Design Guidelines of the Oshkosh Zoning Ordinance. Where are the Ordinances located? Who handles questions regarding the COC process? The Planning Services Department at City Hall at 920-236-5059, and the Landmarks Commission Staff Liaison Steven Wiley at swiley@ci.oshkosh.wi.us accept questions regarding this process. The Landmarks Commission and City Planning Staff work in tandem to answer questions and respond to applications. The City of Oshkosh and the Landmarks Commission appreciate the investment and care you invest in your historic property. Form # 2017-01 CCEERRTTIIFFIICCAATTEE OOFF CCOONNSSIISSTTEENNCCYY APPLICATION FORM In order to receive an approved Certificate of Consistency from the Oshkosh Landmarks Commission, the applicant must complete this form in its entirety and return it to the Staff Liaison of the Landmarks Commission in Planning Services at City Hall. The completed application must include copies of the plans, drawings, specification sheets, and any other pertinent materials. No owner of a Locally Landmarked property may alter, demolish, or reconstruct any portion of such property or construct any improvement upon designated properties unless the Landmarks Commission has reviewed the project and granted a Certificate of Consistency. The Landmarks Commission will make a determination based on the criteria set forth in the Historic Preservation Ordinance (Article XIV of Chapter 30 of the City of Oshkosh Zoning Ordinance).
