HomeMy WebLinkAbout17-13REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH, WISCONSIN JULY 31, 2017 17-13 RESOLUTION (CARRIED_______ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE:DETERMINATION OF NECESSITY; ESTABLISH FAIR MARKET VALUE; AUTHORIZE PURCHASE –645 JEFFERSON STREET WHEREAS, the Redevelopment Authority previously approved the Near East Neighborhood Redevelopment Area; and WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to acquire property within the boundaries of said Redevelopment Area to assist in the elimination and prevention of blighting influences and promote urban renewal; and WHEREAS, the property and interest to be acquired includes land and buildings, if any, exclusive of equipment and fixtures both movable and immovable, and is described as: 645 Jefferson Street East half of Lot 3 Block 72 of Leach’s Map, 4th Ward, City of Oshkosh, Winnebago County, Wisconsin (tax #904-0225-0000) NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that the Authority certifies that in order for said purpose to be accomplished, it is necessary for the property described above to be acquired. It is further determined by the Authority that acquisition of said property is hereby determined necessary pursuant to the provisions of Chapters 32 and 66 of the Wisconsin Statutes. BE IT FURTHER RESOLVED that the value of the property to be acquired, as described above, is hereby established at FORTY TWO THOUSAND FIVE HUNDRED DOLLARS AND 00/100 ($42,500.00). Money for this purpose is appropriated from City Community Development Block Grant funds. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to purchase said property and execute all documents necessary to consummate this transaction. TO:City of Oshkosh Redevelopment Authority FROM:Allen Davis, Community Development Director DATE:July 13, 2017 SUBJECT:17-13 Determination Of Necessity; Establish Fair Market Value; Authorize Purchase –645 Jefferson Street $42,500 BACKGROUND The RDA was approached by the property owner regarding their willingness to sell the vacant building and lot to the City for future redevelopment. The parcel adjoins the Jefferson Street redevelopment site that the RDA assembled over a number of years. The Jefferson Street site is under option for another 15 months. This parcel could be added to the Jefferson Street site in order to increase the likelihood of redevelopment. ANALYSIS The building is similar in style and condition to the other structures acquired and demolished by the RDA over past number of years. The proposed purchase price would be similar to the acquisition price of 50 cents on the dollar for the other parcels acquired. The Jefferson Street site would benefit from additional space for the overall redevelopment. The number of units could be increased and reduce the overall project cost per unit. In addition, it is possible that the Main Street parcel to the west could be combined with the Jefferson Street site and provide the prospect of access and mixed use commercial and residential on the Main Street side of the site. Asbestos removal and demolition would likely cost another $15,000 to $25,000. CDBG funds are available and programmed for this type of blight removal/redevelopment project.
