RE: Cooperative Purchase of Pickup Truck for Inspections Division- Weights & Measures
BACKGROUND
This memo is to report a vehicle purchase pursuant to the cooperative purchase exception of our
purchasing ordinance. The vehicle is a 2018 Ram 1500 Quad Cab for the Inspections Division- Weights
& Measures. The vehicle will be used for site visits to perform their inspections.
ANALYSIS
Purchasing has verified that Ewald Automotive Group holds the State of Wisconsin Department of
Administration contract (#505ENT-M17-2017VEHICS-00) for this vehicle. The lease option for this
cooperative purchase was selected as it provided the most budget planning flexibility for the Weights
and Measures program. The lease option requires an annual lease payment of $7,658.04 for four years.
This lease payment includes a 5.9% APR and underwriting fees. After four years the City may buy the
vehicle for $1.00. The lease option provides a non -appropriation of funds clause which if needed, allows
the City to discontinue from the lease at the end of any calendar year without penalty. The lease contract
has been reviewed and approved by Purchasing, Risk Management and the City Attorney.
FISCAL IMPACT
The total fiscal impact of this vehicle from Ewald's state contract using the lease option is $30,632.16. The
Weights and Measures' annual operating budget will be charged $7,658.04 annually for four years for
this vehicle. Payments will be charged to A/N#: 571-0720-1788-00000.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may
be made without following a competitive bidding or quotation process. In accordance with Section 12-
15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council. If
