HomeMy WebLinkAbout34. 17-383JULY 25, 2017 17-383 ORDINANCE FIRST READING (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: MODIFY PARKING REGULATIONS ON NEW YORK AVENUE INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A- 11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: NEW YORK AVENUE Remove Therefrom: 1 -hour parking, south side, from the eastern right of way line of Cedar Street to 130 feet east of Cedar Street between 8:00 a.m. and 6:00 p.m. Add Thereto: 2 -hour parking, south side, from the eastern right of way line of Cedar Street to 130 feet east of Cedar Street between 8:00 a.m. to 6:00 p.m. SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. JULY 25, 2017 17-383 ORDINANCE FIRST READING CONT'D SECTION 3. Publication Notice Please take notice that the City of Oshkosh enacted ordinance #17 -XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on August 8, 2017. The ordinance modifies parking regulations on New York Avenue, south side, from Cedar Street to 130' east of Cedar Street. V Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Director of Transportation DATE: July 17, 2017 RE: Modify Parking Restrictions on New York Avenue BACKGROUND This ordinance modifies parking restrictions on New York Avenue. It changes the parking restriction from 1 -hour to 2 -hour parking on the south side of New York Avenue, from the eastern right of way line of Cedar Street to 130 feet east of Cedar Street between 8:00 am and 6:00 pm. This request comes from the owner or Tangles Salon at 1021 W. New York Avenue. The Traffic Review Advisory Board recommends approval. (6-0) ANALYSIS The one hour parking in this area was designed to encourage vehicle turnover in the university area for businesses such as this. The salon now has patrons that park for more than one hour and they have begun to receive parking tickets. FISCAL IMPACT The fiscal impact of this ordinance is the cost of signage. The signage cost would come out of the Sign Department operational budget. RECOMMENDATION Section 27A-11 of the Municipal Code pertains to parking regulations on designated streets and alleys.
