PURPOSE: APPROVE AMENDMENT TO ENGINEERING SERVICES
AGREEMENT WITH AECOM TECHNICAL SERVICES, INC. FOR
ENVIRONMENTAL & ENGINEERING SERVICES RELATED TO
THE FORMER KIENAST & PAULUS QUARRIES ($34,950.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City and AECOM previously entered into a professional services
agreement in which AECOM would provide the City with services related the Kienast and
Paulus Quarries; and
WHEREAS, additional services requested included additional monthly methane
monitoring beyond the previously-approved schedule, additional site investigations to
further define the limits of waste on specific property, and additional interfacing and
reporting with the Wisconsin Department of Natural Resources.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-16
of the Municipal Code to enter into an amended agreement with AECOM.
BE IT FURTHER RESOLVED that an amendment to the agreement with AECOM is
approved and said City officials are authorized and directed to take those steps necessary
to implement the terms and conditions of the final agreement.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

RE: Amendment to Engineering Services Agreement for Environmental and Engineering Services Related to the
Former Kienast and Paulus Quarries / AECOM Technical Services, Inc. (AECOM) ($34,950)
BACKGROUND
A professional services agreement for environmental and engineering services related to the former Kienast and Paulus
Quarries with AECOM was approved by the Common Council on June 9, 2015. An amendment to this agreement was
approved on February 28, 2017. During the course of this project, additional engineering -related services were requested by
City staff.
ANALYSIS
The additional services requested included additional monthly methane monitoring beyond the previously -approved
schedule, additional site investigations to further define the limits of waste on specific property, and additional interfacing
and reporting with the Wisconsin Department of Natural Resources.
FISCAL IMPACT
Staff has reviewed the amendment and the costs. The amount of this amendment is $34,950. This will raise the total agreement
amount to $174,720 (not to exceed). The funding for this amendment will come from the Landfill Gas Remediation project in
the Property Improvements Section of the 2016 Capital Improvement Program.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including
engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the amendment and, in
accordance with Section 12-16 of the Code, I am hereby recommending the Common Council approve this amendment.
