PURPOSE: APPROVE ENGINEERING SERVICES AGREEMENT WITH AECOM
TECHNICAL SERVICES, INC. FOR KIENAST & PAULUS
QUARRIES LANDFILL GAS EXTRACTION SYSTEM DESIGN &
BIDDING SERVICES ($175,200.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM Technical
Services, Inc. for Kienast & Paulus Quarries Landfill Gas Extraction System Design &
Bidding Services in the amount of one hundred seventy-five thousand two hundred dollars
($175,200.00).

RE: Agreement for Engineering Services for Kienast & Paulus Quarries Landfill Gas Extraction
System Design and Bidding Services / AECOM Technical Services, Inc. (AECOM) ($175,200)
BACKGROUND
Engineering staff requested and reviewed a proposal from AECOM for environmental and engineering services
for the design and bidding services for a landfill gas extraction system for the former Kienast and Paulus
Quarries. The two former quarries are located between 17th Avenue and 18th Avenue, and between Knapp Street
and Sanders Street near Quarry Park. Like Quarry Park, the Kienast site was also used by the City of Oshkosh for
sanitary landfill purposes. The Kienast property was leased to the City for these purposes between 1965 and
1969. The Paulus site appears to have been primarily utilized for construction demolition debris disposal.
In 2015, AECOM was chosen to provide environmental and engineering services for the investigation of potential
mitigation of landfill gas at the Kienast and Paulus Quarries. In 2017, an amendment was approved for AECOM
to provide additional services, including sampling existing landfill gas wells, documenting test pits and well
installation, and conducting pump tests and monitoring wells.
ANALYSIS
Staff reviewed the proposal and cost. The services to be provided include project management and public
outreach, design of the landfill gas extraction system, and bidding services. AECOM was chosen to perform these
services because of their experience in providing similar services to the City.
FISCAL IMPACT
The proposed fee is not to exceed $175,200. Funding for these services is included in the Property Improvements
section of the 2017 Capital Improvements Program.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature,
including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the
proposal and in accordance with Section 12-16 of the Code, I am hereby recommending the Common Council
approve this agreement.
