A request to
convert stalls
106-125 and 147-
166 in the Ceape
Lot from permit
parking to
leased parking
Jim Collins
James Stapel
Jim said Winnebago County moved more personnel to the building on
Otter Street and would like to lease 40 stalls Monday through Friday
from 8:00 a.m. to 6:00 p.m. This would be the same rate as the stalls they
lease in the Otter East Parking Lot, where they pay $20.00 a month per
stall annually.
Jim Stapel said there may be stalls closer to the Otter Street building than
those proposed. He moved to accept this item and to give Jim authority
to change which 40 parking stalls are designated for conversion to leased
parking.

Parking Lot
Signage Update Jim Collins
Jim Collins showed the Board a picture of what the large parking lot
entrance signs will look like. He explained there would be a sign at
each entrance. He said the signs would show a different color for each
of the various types of parking. He told that the signs will be
constructed in house, which will be more cost effective and much
easier to repair.
Way finding sign/map and QR codes were suggested as possible items
that could be placed on the reverse side of the sign.
Consolidation of
some Boards and
Commissions
Jim Collins
Jim Collins said the city manager and council are looking at all
Boards and Commissions. He explained that they will take into
account their size, similar missions, frequency of meetings, function,
council member function and staff liaison. He told Board members
they would be receiving a survey for feedback soon. He added that
one option being considered is merging the Parking Utility with the
Traffic Review Advisory Board.
