STORM WATER UTILITY COMMITTEE Minutes
February 9, 2017
Present: John Kiefer, Kyle Clark, Paul Janty, (Sean Butler arrived at 7:36), (Maureen
Muldoon arrived at 7:39).
Absent:
Also Present: John Ferris, Civil Engineering Supervisor - Storm Water Utility; Steve Gohde,
Assistant Director of Public Works; James Perton, the Civil Engineer,
Stormwater Utility; Jim Bachhuber, Brown and Caldwell
I.Call to Order.
A. Mr. Kiefer called the meeting to order at 7:31 am.
II. Discussion of Future Meeting Dates and Times.
A. Future meeting dates were scheduled for March 2, 2017; April 13, 2017; and May 18, 2017
at 7:30 am in room 404 of City Hall.
III. Approval of December 15, 2016 Meeting Minutes.
A. Motion by Mr. Clark, seconded by Mr. Janty, for approval of the December 15, 2016 meeting
minutes. Approved (3-0)
IV. Program Updates
A. Mr. Ferris introduced a new City employee: James Perton as the Civil Engineer, Stormwater
Utility.
B. Mr. Ferris stated that the annual illicit discharge report will be presented to the Committee
next month
C. Mr. Janty will meet with the Rotary Club at 8:30 today (2/9/17) regarding their interest in
labelling storm sewer inlets. Mr. Ferris stated that at this point, the City would purchase the
medallions and provide to groups who wish to volunteer to install them on inlets. Groups
that conduct the installation will need to obtain City permission and meet City insurance
requirements.
D. Mr. Ferris reported that at the pre-bid meeting on the South Park project 15 general
contractors attended the meeting. Bids are due to the City next Tuesday.
IV. Discussion of Recommendations for Maintenance of Basin Vegetation
A. Mr. Ferris provided an overview of the work done to date on assessing the vegetative

B. The City hired Applied Ecologic Services to conduct this work.

1. Prioritize basins for management in 2017.

E. Mr. Clark asked if the Forestry Division could assist in this work. Mr. Ferris will investigate
this. Mr. Gohde suggested that the Forestry Division staff may be best used for ongoing
maintenance after the sites are improved and stabilized.
F. Mr. Ferris stated that a main recommendation is for burning to be conducted regularly. A
policy needs to be developed by the City for burning to be conducted.
G. Other maintenance recommended by AES included:
1. Mow vegetation at during the first year to control weeds.
2. Remove woody vegetation (especially at Harrison Channel).
3. Herbicide applications on basin side slopes and cattails on safety shelf.
4. Replant vegetation on safety shelf and side slopes.
I. Estimated annual costs for maintenance of all 16 basins were:
1. 2017: $225,000
2. 2018: $155,000
3. 2019: $51,000
J. Mr. Butler asked what budget does the City have available for 2017. Mr. Ferris replied
approximately $100,000 and that is why the City staff will need to prioritize which basins
can be addressed in 2017 with the available funding.
K. Ms. Muldoon suggested that the most visible basins be managed first.
L. Mr. Janty asked if AES commented on the functionality of the basins. Mr. Ferris responded
that AES commented that the basins were in good shape from a functionality point of view.
VI. Discussion of Draft MS4 Annual Report.
A. Mr. Ferris stated that the report is under preparation. A draft would be available at the next
public involvement requirement.

VII. Discussion of Future Meetings of Agenda Items
A. MS4 Report.
B. Report on actual capital costs 2015 and 2016.
C. Update on Rotary Club stormwater inlet labelling program
D. Illicit discharge report from OMNNI
E. Report final 2016 budget status for operating funds.
F. South Park project bid results.
VIII. Adjournment.
There being no other business before the Committee, and upon being duly moved and seconded
(Mr. Clark / Mr. Butler), the meeting was adjourned at 8:08 am.
