Dear Mr. Rabe:
AECOM Technical Services, Inc. (AECOM) is pleased to present this proposal to the City of
Oshkosh (City) for Construction Monitoring Documentation Services in support of CH2M Hill
related to the construction of City Contract 16-22 Marion Road Water Tower Replacement, located
in Oshkosh, Wisconsin, AECOM will provide local staff to assist with the construction
management of this project. AECOM and CH2M Hill have previously successfully provided similar
services to the City on other projects.
Further, AECOM will partner during construction with CI-12M HILL and will provide the following
services under direct contract with the City of Oshkosh:
• Collaborate with CH2M on review of foundation design shop drawings.
• Manage documentation associated with loading, hauling and disposal of impacted soil.
• Review and provide feedback on the Contractor's provisions for impacted groundwater
management for conformance with City requirements.
• Collaborate with CH2M on review of Contractor's Existing Tower Demolition Plan; confirm
Demolition Plan conformance with state demolition requirement.
• Provide the following services during the excavation, foundation construction, and existing
tower demolition phases of the project:
• Construction inspection services;
• Participate in monthly progress meetings; and
• Maintain record of field activities.
• Provide select field and laboratory testing services.

Protect Challenges
Design and construction of this project has taken into consideration the following:
• Subsurface geotechnical conditions related to deep foundation requirements;
• Subsurface environmental issues related to site grading and construction;
• Shallow groundwater is impacted with petroleum and/or volatile organic compounds,
• Existing water tower is painted with lead-based paint; and
• Close proximity of neighboring industrial, commercial and apartment buildings.
Proposal Assumptions
• AECOM will assist CH2M HILL (Engineer of Record) with specific tasks of construction
management and documentation as summarized in this proposal.
• CH2M HILL will provide final input on submittals as required to conform to project intent and
contract documents. AECOM will initially review the selected submittals and provide review
comments for CH2M HILL and the City's consideration.
Prosect Understanding
The Marion Road Water Tower Replacement project consists of a new 750,000 gallon elevated
water storage tank, valve vault, telecommunication equipment shelters and site improvements
which will be constructed in close proximity to the existing water tower. Once the new water tower
is in operation, the existing water tower will be demolished.
AECOM has previously been involved with this project working directly for the City and as a
subcontractor for CH2M Hill. We provided the geotechnical and environmental subsurface
evaluation during the design phase of the project. In addition, AECOM has been involved with the
Marion/Pearl Redevelopment Area since the conceptual design phase. Our local staff has
extensive experience with geotechnical and environmental' issues related to this site and
surrounding area.
This proposal presents our understanding of the project, proposed scope of work for Construction
Monitoring and Documentation Services and fees estimated for these services.
Scope of Work
The proposed scope of work includes submittal review assistance, construction oversight,
construction testing and documentation during the following activities:
• Foundation installation
Subsurface excavation
• Dewatering activities
• Impacted soil and groundwater management
• Material testing of cast-in-place concrete

Construction Documentation
AECOM will provide Project Representative Services on a day-to-day basis during specific portions
of construction of the project as outlined above. AECOM has based our fee estimate on an overall
construction period of 18 total weeks during 2016,2017 and 2018.
AECOM will provide on-site documentation and testing staff as needed during the project. Field
and Laboratory testing will be provided as identified in this scope of work to document compliance
with project plans and specifications. In addition, we will work with CH21VI HILL, the City and
Contractor on contract administration issues. A summary of tasks is provided below.
0 Provide a full-time on site Project Field Representative (based on project need) during the
construction period (18 weeks)
• Assist CH2M Hill with review of the Contractor's progress, submittals/submissions and'consult
with the City concerning their completeness and acceptance. We estimate 15-20 submittals
will be reviewed by AECOM. The balance of the submittals will be reviewed by others.
0 Conduct site observations of the work in progress, determine if the work is generally
proceeding in accordance with the contract documents and that completed work appears to
conform to the contract documents.
0 Maintain reports for the construction contract recording weather conditions when on the job
site; data relative to questions of extras or deductions; list of daily activities; decisions,
observations in general; and specific observations in more detail as in the case of observing
test procedures.
• Report to the CH21M HILL and the City whenever the Project Representative believes that
any work is unsatisfactory, faulty or defective, or does not conform to the Contract
Documents and advise if work should be corrected or rejected.
6 Notwithstanding that it is the Contractor's sole responsibility for job site safety, AECOM will
report immediately to CH2M, HILL and the City the occurrence of any accident.
• Provide laboratory material testing to document conformance with plans and specifications.
At this time we anticipate soil testing to include determination of dry density and material
gradation. We also anticipate testing will include pavement and compressive strength for
concrete materials placed.
0 Provide field testing to document conformance with plans and specifications. Record
horizontal and vertical coordinates of individual test so as to allow later identification and
inclusion in the project construction documents. Testing to include: Nuclear density
compaction testing for soils and bituminous pavement and cast-in-place concrete
placement monitoring.
• Provide photo documentation throughout the construction period that AECOM is on site.
• Provide vehicles, necessary equipment and material for inspection.

• Before issuance of the "Certificate of Substantial Completion," AECOM will assist CH2M Hill
in preparing and submitting to the contractor a list of observed items requiring completion or
correction.
• Conduct a final inspection in the company of CH2�M HILL, the City and contractor, and
prepare a final list of items to be completed or corrected.
• Provide site visits by Engineering (as identified below) during construction to verify design
criteria as required by permit conditions.
Agency Agreement Authority to Act as Agent for Company
Pursuant to the terms and conditions of the Master Service Agreement for Services provided by
AECOM Technical Services, Inc. (hereinafter"CONTRACTOR") for the City of Oshkosh (hereinafter
"COMPANY"), dated April 2009, (hereinafter referred to as the "Agreement"or the "MSA"), which
Agreement is incorporated herein by this reference between CONTRACTOR and COMPANY.
COMPANY hereby authorizes CONTRACTOR to act as its agent for the purpose of arranging for the
transport and/or disposal of waste ("Services") encountered while providing the services described in
CONTRACTOR'S proposal number OPP-542183, dated August 30, 2016, when the DESCRIPTION OF
WORK of a specific Request for Services ("RFS") so states.
COMPANY shall defend, indemnify and hold CONTRACTOR, its employees, agents and
subcontractors harmless against any claim, actions, causes of action, liability,judgments, fines,
penalties and costs reasonably incurred which arise out of CONTRACTOR's actions within the scope of
its authorization as agent for COMPANY for Services in accordance with the MSA, except to the extent
such claims, actions, causes of action, liability, judgments, fines, penalties and costs arise out of
CONTRACTOR's negligence, breach of contract, or willful misconduct which in whole or in part caused
the damage, injury or loss. CONTRACTOR shall defend, indemnify and hold COMPANY, its officers,
directors and employees harmless against any claims, actions, causes of action, liability,judgments,
fines, penalties and costs reasonably incurred which arise out of CONTRACTOR's negligence, breach
of contract or willful misconduct.
For transport and disposal activities undertaken by CONTRACTOR in accordance with this Agreement,
it is agreed that CONTRACTOR shall under no circumstances be considered the generator of any
Waste from the project site pursuant to any environmental or other law or regulation. It is further agreed
that nothing in this authorization is intended to transfer or convey ownership of such Waste to
CONTRACTOR
Project Team
AECOM proposes a team comprised of Paul Timm, Project Manager, Thomas Bishop, Project
Representative, and Jeremy Thomas, P.E., Geotechnical Engineer.
The proposed team has been selected to provide AECOM staff that understand client expectations,
have previous project involvement, have been involved with similar projects, understand respective
project responsibilities, and provide a reasonable cost approach with sensitivity to overall project.

Estimated Fees
The estimated fee for construction oversight, documentation, construction testing, and engineering
services is $79,590 as Summarized in the table below. A detailed breakdown including level of
effort per assigned staff is attached. AECOM will only charge for actual incurred costs. If the
project is completed outside of the assumptions AECOM may request to reduce or increase the
budget accordingly.

If services to be provided under this proposal require the agents, employees, or contractors of
AECOM to enter onto the Project site, Client shall provide right-of-access to the site to AECOM, its
employees, agents, and contractors, to conduct the planned field observations or services. The
services described in this proposal will be provided on a time and materials basis.
Based upon the above scope of services the estimated budget for these services is $79,590. The
services provided will be performed in accordance with the negotiated 2016 Fee Schedule and the
conditions of the 2009 City of Oshkosh Negotiated General Conditions of Service, which are
expressly incorporated into, and are an integral part of, our contract for professional services.
AECOM can begin providing these services immediately upon receipt of the signed Authorization
Form (attached).
