AMENDMENTNO. 1
The CITY OF OSHKOSH, hereinafter referred to as CITY, and CH2M HILL ENGINEERS, INC., 135
South 84th Street, Suite 400, Milwaukee, WI 53214 hereinafter referred to as the CONSULTANT, entered
into an agreement for WASTEWATER TRE=ATMENT PLANT CONTROL SYSTEM, INFLUENT PUMPING,
AND AE=RATION BLOWERS SERVICES DURING CONSTRUCTION PROJECT on November 27, 2013.
Paragraph C in ARTICLE VEL PAYMENT included the provision that costs for additional services
shall be negotiated and set forth in a written amendment to this AGREEMENT executed by both parties prior
to proceeding with the work covered under the subject amendment.
THEREFORE, the CITY and the CONSULTANT agree to insert the following paragraph after the first
paragraph in ARTICLE Ill. SCOPE OF WORK:
The CONSULTANT shall provide the services described in the CONSULTANT's Scopo of Services
dated June 8, 2016.
The CITY and the CONSULTANT further agree to insert the following bullet point after the first bullet
point in Paragraph A of ARTICLE VII. PAYMENT:
• Payment for Amendment No. 1 shall be a Time and Materials Sum not to exceed $90,330
(Ninety Thousand Three Hundred Thirty Dollars).
All other terms contained within the November 27, 2013 agreement remain unchanged and in effect.

City of Oshkosh Wastewater Treatment Plant Control System Influent Pumping&
Aeration Blowers Upgrade Engineering Services During Construction
City Resolution No. 18-508 Amendment No. 1
For the Wastewater Treatment Plant(WWTP) influent Pumping&Aeration Blowers Upgrade
construction,the City of Oshkosh (City) planned for City personnel to serve as the Resident Project
Representative (RPR).The RPR's responsibilities Include review of construction schedule,serve as liaison
between the Contractor and the Engineer,review and inspect work for conformance with contract
documents,maintain field records,review and process payment requests,and manage substantial and
final completion project milestone documentation.When City personnel were not available to perform
these duties,CH21Vl HiLL Engineers, Inc. (CH2M) was directed by the City to perform RPR responsibilities
as needed to meet project quality, budget and schedule goals.
The scope of services describes the construction phase services that are beyond CH2M's agreement with
the City:Wastewater Treatment Plant Influent Pumping&Aeration Blowers Upgrade Engineering
Services During Construction City Resolution No. 13-508 dated November 27,2413.The scope also
includes supplemental software development, installation,start up assistance provided by CH2M in
support of City approved construction change orders.
The planned construction duration was 24 months.The anticipated actual construction duration Is 28
months.
Task 1—Construction Inspection
CH211VI conducted on-site observations of the Contractor's work for the purposes of determining If the
work conformed to the construction Contract Documents,Acceptable work progress was cross-
referenced and approved through monthly Contractor payment applications. Unacceptable work was
documented with photographs and short narratives and transmitted to the Contractor for action.CH21VI
tracked correction of unacceptable work and Inaccurate Contractor field records.
An additional 15 trips to the WWTP were made to conduct and document supplemental construction
Inspection services,

Task 2—Construction Management
CH21VI managed the administrative aspects of the construction contract and served as liaison between
the City and the Contractor. In so doing, CH2M worked directly with the Contractor to maintain financial
and schedule goals for the project through conformance with the Contract General Conditions.CH2M
reviewed the Contractor's records and prepared the documentation necessary for Clean Water Fund
Program(CWFP)participation.
When necessary to negotiate change orders or discuss work progress,beyond monthly progress
meetings,CH21V!facilitates[meetings with the Contractor and the City.
An additional 8 trips to the WWTP were made to participate in meetings and fulfill construction
management responsibilities.

Task 3—Supplemental Controls Engineering
During construction,the City decided to automate control of the ferric chloride feed pumps as part of its
overall phosphorus compliance strategy and add a local operator interface terminal(f]IT)for the
dechlorination system In the Primary Switchgear Room.This work was not originally Included in the
construction Contract Documents and was added by separate change orders. In addition to the
installation of controls equipment and wiring by the construction Contractor, the City directed CH2M to
develop application software and provide operator training on both the ferric chloride system and
dechlorination system.
New controls for the WWTP centrifuges were Installed and required additional engineering in order to
properly interface with existing WWTP polymer feed and solids conveyance systems.CH2M provided
additional controls engineering services to coordinate with the centrifuge controls supplier,ABB,and
additional application software programming and operating training.
An additional 6 trips to the WWTP were made to gather field Information necessary to develop
supplemental application software and for application software installation and troubleshooting.
Task 3 Deliverables
• Ferric chloride feed application software and training
Dechlorination application software and training
• Supplemental centrifuge controls coordination application software and training
Task 4--Project Management and Quality Assurance/Quality Control
CH2M managed the delivery of the professional technical services and work products to meet the City's
schedule and budget. Project management duties include project instructions,which address team
communication, quality assurance/quality control,and cost control.CH2M submitted a brief description
of project activities and tracked budget status with each monthly Invoice.
CH2M performed a duality assurance/quality control review of completed work and project progress
prior to submission of work products to the City,
An additional trip to the WWTP was made to complete Task 2 activities.
Schedule
The anticipated schedule for this scope of services Is May, 2013 through June,2016,
Level of Effort and Compensation
The estimated level of effort is 528 hours and the proposed compensation for professional services is
$90,330,A task breakdown is shown in Table 1.
