The minutes from the 6/13/2017 TRAB meeting were accepted. 1st: Gary Ross 2nd: Steve Haas A request for 2- hour parking on New York Avenue, south side, from the eastern right of way line of Cedar Street to 130’ east of Cedar Street between 8:00 am and 6:00 pm (Current condition: 1-hr. parking between 8:00 am and 6:00 pm) Jim Collins Jim Collins said the request for 2-hour parking on New York from Cedar to 130’ east is from the owner of the Tangles Salon. He said the salon has patrons that park for more than an hour and they have begun to receive parking tickets. He explained the one hour parking restriction in this area was designed to encourage vehicle turnover in the university area for businesses such as this. 1st: Dan Becker 2nd: Dan Sceiszinski Carried: 6-0 Committee Name: Traffic Review Advisory Board Date: 7/11/17 Location: City Hall 2 Topic Facilitator Discussion Actions A request for a stop sign on Evans Street at Nevada Avenue (Current condition: Evans yields to Nevada) Jim Collins Lori Sieger Bill Christianson Jim Collins said according to the MUTCD, the yield sign is the correct control for this intersection however; the two crashes in 2015 and one in 2014 were caused by vehicles failing to obey the yield sign. Lori Sieger, of 1516 Evans Street, said through the years she has seen some bad accidents here; an SUV flipped on its side, a car flipped on its roof with the driver having to be extracted, a truck hit the yield sign and utility pole - just missing the fire hydrant, after one vehicle was hit, it spun around and came within 5’ of hitting the corner house . She explained that the many near misses are not recorded. She stated Emmeline Cook School is three blocks away and at dismissal time she has heard horns beeping, swearing, and squealing tir es. She told she and her husband yield to Evans Street when traveling on Nevada Avenue because vehicles on Evans Street do not yield. She said cars speed down Evans Street and sometimes are traveling so fast the vehicle bottoms out on the dip in the road. Bill Christianson said he and his wife bike on Nevada Avenue. He said yield signs seem not to mean much. He said he is in favor of a stop sign which may make this area close to the school safer. A request for feedback on possible lane reconfigurations at the intersections of 9th Avenue / Oregon Street and South Park Avenue / Oregon Street. James Rabe Dan Sceiszinski James Rabe said Oregon Street from 8th Avenue to 16th Avenue is planned for reconstruction next year. He explained that Jackson/Oregon is the major line for AT&T from Appleton to Fond du Lac so we need to give them as much lead time as we can so they can plan their reconstruction in conjunction with this project. He went on to say that generally the DOT gives utilities a 2 to 3 year advance notice. The general consensus was to maintain the width of the street, not make the sidewalk wider. Staff Statements Jim Collins Jim Collins said the city manager and council are looking at all Boards and Commissions. He explained that they will take into account their size, similar missions, frequency of meetings, function, council member function and staff liaison. He told Board members they would be receiving a survey for feedback soon. He added that one option being considered is merging the Parking Utility with the Traffic Review Advisory Board. 5.
