AMENDMENT NO. I
The CITY OF OSHKOSH, hereinafter referred to as CITY, and HOUSEAL LAVIGNE
ASSOCIATES, LLC 134 N. LASALLE STREET, SUITE 1100 CHICAGO, ILLINOIS, 60602,
hereinafter referred to as the CONSULTANT, entered into an agreement for a Central City
Reinvestment Strategy on August 27, 2015.
Paragraph C in ARTICLE IX. PAYMENT included the provision that costs for
additional services shall be negotiated and set forth in a written amendment to this
AGREEMENT executed by both parties prior to proceeding with the work covered under the
subject amendment.
- THEREFORE, the CITY and the CONSULTANT agree to insert the following
paragraph after the first paragraph in ARTICLE III. SCOPE OF WORK:
The CONSULTANT shall provide the services described in the CONSULTANT's
Scope of Work- Oshkosh Corridors Plan (9th Avenue & 44/South Park) dated April 7, 2016.
The CITY and the CONSULTANT further agree to insert the following bullet point
after the first bullet point in Paragraph A of ARTICLE IX. PAYMENT:
• Payment for Amendment No. 1 shall not exceed $50,000.00 (Fifty Thousand
Dollars), excluding direct expenses, such as printing and mileage.
All other terms contained within the August 27, 2015 agreement remain unchanged
and in effect.

Scope of Work— Oshkosh Corridors Plan (9th Avenue &44/south Park)
our proposed Scope of Work will produce a responsive,creative,and effective Plans for 9th Avenue and
44/South Park the Plan that is focused on three core components. Our Scope of Work is specifically
designed to deliver the insight,specificity, implementation and forward thinking that is necessary to
position the corridors for success in terms of economic viability,character and sense of place,and image
and identity. Our Scope of Work will assess the existing conditions within the corridors, evaluate issues
and opportunities,establish a framework for corridor success,and develop detailed plans and
recommendations.
Step 1: Kick-off, Existing Conditions& Framework
This step will include a kick-off meeting, interviews,the analysis of existing conditions and future
potentials, and development of a preliminary framework for the corridors.The emphasis will be on the
identification of existing conditions that will be taken into consideration during the formulation of
planning recommendations and the development of the overall framework/strategy for the corridors.
1a: Director Meeting/Project Kick-off
This first meeting will allow the Project Director for the Consultant Team to review and discuss matters
with City staff. Regular and "as needed" meetings and conference calls with City staff will be held
throughout the planning process to ensure an open communication and exchange of ideas.
1b: Key Person Interviews&Focus Group Discussions
Key Person Interviews and Focus Group Discussions allow us to obtain first-hand insight into the
community from a diverse array of perspectives. Up 10 confidential interviews/focus group discussions
will be conducted to obtain additional information regarding local issues and potentials for the
corridors.The Consultant will work with City staff to identify those individuals and groups to be
interviewed.
1c: Past Studies, Plans and Reports
Previously prepared plans and studies having an influence on the corridors will be assembled and
reviewed.This review of documents will determine: (a) recently adopted policy which needs to be
reflected in the Corridor Studies; (b)changes within the community that have taken place since the
previous plans were prepared; (c) inconsistencies between plans and reports, (d)the relevance of
previously collected data; and, (e)gaps in data which must be corrected as part of this planning process.
1d:Zoning and Development Controls
All regulatory controls, including the existing Zoning Ordinance,Sign Regulations,Subdivision
Regulations, Parking and Landscaping Requirements, and any other relevant codes or ordinances will be
assessed to identify strengths and weaknesses, and to determine how these controls may influence land
use and opportunities for new development or redevelopment.
le: Existing Land Use and Development
An Existing Land Use Map will be prepared that inventories all parcels within the corridor study area.
The maps will then be analyzed to identify functional land-use areas,compatible and incompatible land-
use arrangements,and other issues related to land-use and existing development conditions. This
inventory and assessment will include detailed examination of residential neighborhoods,commercial
areas, industrial/employment areas,vacant lands,environmental features and open space areas,and
more.

If.Transportation and Mobility
We will undertake an analysis of the corridors'transportation network. our detailed analysis will
encompass the existing street system,trail system (existing and planned), bike and pedestrian facilities,
and public transportation.The analysis will include an assessment of access,circulation, pedestrian
connectivity,wayfinding assessment, accessibility,and more. issues,concerns and opportunities for
improvement will be identified.The analysis will assist with the development of recommendations that
would improve access and control, linkages and connectivity, and overall safety and efficiency.
1g:Corridor Character/Urban Design Assessment
This step will include the review, inventory and analysis of the existing visual character of the corridors
and the various components that comprise the overall appearance. Development orientation and
character,signage,landscaping, lighting, screening, parking and service areas, and more will be
assessed.This assessment will begin to establish a foundation for a corridor enhancement strategy that
will be developed for both public areas and private properties along the corridor, in order to effectively
improve the corridors' overall character, image,and identity.
1h:Existing Conditions Synthesis Report-Issues,Opportunities,and Influences
The results of the initial process activities and the results of the various background studies will be
brought together into a Synthesis Report highlighting the needs,issues, opportunities,and existing
conditions which should be addressed in the Corridor Plans.The report will be an interim stand-alone
working document and will serve as a foundation for the next steps in the planning process.
1i:Corridor Framework Plans
Rased on the planning process to date,the Consultant will develop the preliminary Corridor Framework
Plan for the 9th Avenue and 44/South Park Corridors. The Framework Plans will address the
fundamental improvement concepts addressing items such as land use and development,use
characterization and development patterns,corridor beautification and appearance enhancements,
bicycle and pedestrian mobility,vehicular circulation and access strategies,and much more. The
Framework Plans will be developed based on previous steps in the planning process,and observation
and investigation from the Consultant Team.The Corridor Framework Plans will serve as the starting
point for developing the more detailed "Core" Plans and Recommendations in the next step in the
planning process.
1j:City Meeting
The Existing Conditions Synthesis Report and preliminary Corridor Framework Plans will be presented to
City as a basis of understanding of the Corridors' existing conditions and the framework for moving
forward.
Step 2: "Core" Plans&Recommendations
This step will entail the preparation of"Core" Plans and Recommendations, including: 1) Land Use and
Development Plan;2)Corridor Character/Urban Design Framework;and 3)Transportation,Access,and
Mobility Plan. These plans will provide the "core"for the 9th Avenue and 44/South Park Corridors, and
will address in detail all of the various elements required for a comprehensive program for corridor
enhancement and economic development success.
2a:CORE 1-Land Use&Development Framework Plan
This step will include the development of a Land Use & Development Plan for the corridors.The Land
Use and Development Plan will address all aspects of development throughout all areas of the corridor

and will identify the type, intensity, and overall character of land uses and development. The Plan will
identify the appropriate type and overall character of development,the appropriate mix of uses,and the
detailed guidelines necessary to ensure land use is appropriately designated and development is
reflective of the desired character of the City. Key redevelopment sites and opportunities will be
identified for key areas of the corridor. The Land Use and Development Plan will provide the following:
• Land Use designation for all areas
• Development site/location prioritization
• Development Character Guidelines
2b:CORE 2—Corridor Character/Urban Design Framework
This step will include a plan addressing the overall character and aesthetics of the corridor, including a
framework for developing a unique, but appropriate design vernacular. Incorporation of consistent
streetscape improvements will serve to establish an overall visual character and improve
marketability.Subtle differences could be incorporated into the design vocabulary(material selection,
style, color palette)to respond to any unique or significant areas,given the immediate context and/or
land use. Recommendations will take into consideration the various right-of-way widths along the
corridor,engineering standards and specifications,necessary pedestrian crosswalks and mobility
amenities at key locations, key intersection enhancements, gateways and corridor"threshold"
enhancements,wayfinding and identity signage.The Corridor Character/Urban Design Framework will
address, but not be limited to,the following:
• Landscaping
Medians
• Gateways
• Public Art
• Wayfinding/Signage
• Street Furniture
Lighting
• Crosswalk Enhancements
• Corridor Identity and"branding"
• Key intersection enhancements
2c:CORE 3-Transportation,Access and Mobility Plan
This step will include specific recommendations for improving and coordinating transportation
components within the corridor, including roadway improvements, DOT coordination,detailed trails
planning and recommendations, identification of needed infrastructure improvements, and much more.
The Transportation,Access and Mobility Plan will incorporate the"Complete Streets" principles to
ensure that pedestrians,cyclists,and vehicular traffic are all adequately accommodated and planned for
to the extent possible to provide safety, mobility, and connectivity for all modes of travel.The plan will
incorporate a "complete streets"approach and applied principles, and include:
Coordination with DOT on arterial planning and street network coordination
• Access management plan for entire corridor and development areas
• Bicycle/trail network enhancements and plan coordination
• Crosswalk and pedestrian safety and mobility strategy

2d:City Meeting
A meeting will be conducted with City to review and discuss the Core Plans and Recommendations and
reach agreement before proceeding to the development of the Draft and Final Plan documents.
Appropriate revisions to the Draft Plans will be made based on feedback from the City.
Step 3:91h avenue&44/South Park Corridor Plan Document
Based on the previous steps in the planning process, the draft and final versions of the 91h Avenue and
44/South Park Corridors Plan document will be prepared for review and consideration.
3a: Draft Plan Document
Based on the results of Steps 1&2,a draft 9th Avenue and 44/South Park Corridor Plan document will be
prepared for review and consideration.The Plan report will be designed not only to serve as a document
for guiding land use and development, but also as a guide for establishing policy regarding a variety of
corridor components such as economic development,beautification,access and mobility, regulatory
controls, and much more.
The Plans will also provide a detailed Implementation Strategy that identifies specific projects and
actions, including CIP related tasks,which need to be undertaken in order to realize the Plan's
recommendations.
3b:City Meeting&Final Plan Document
A meeting will be conducted with the City to review and reach agreement on the preliminary Draft
Plans.Appropriate revisions to the Draft Plans will be made based on feedback.
The final 9th Avenue and 44/South Park Corridors Plan Report will be presented for adoption. Based on
review and discussion, and based on feedback,a revised and final Plan will be prepared for
recommendation and adoption by the City,
Cost
Our proposed project cost for undertaking the two corridor studies(9th Avenue and 44/South Park) is a
not to exceed amount of$50,000, excluding direct expenses,such as printing and mileage.
If the City wishes to undertake planning studies for additional corridors,a scope and budget for such
work will be prepared upon request.
Schedule
We will initiate the scope of work upon contract execution and complete the project prior to December
31, 2016.

PURPOSE: APPROVE AMENDMENT TO PROFESSIONAL SERVICE
AGREEMENT WITH HOUSEAL LAVIGNE ASSOCIATES, LLC TO
EXPAND CONTRACT SERVICES, OSHKOSH CORRIDORS PLAN
--- 9T"AVENUE AND 44/SOUTH PARK AVENUE ($50,000.00)
INITIATED BY: COMMUNITY DEVELOPMENT
WHEREAS,the City and Houseal Lavigne Associates, LLC previously entered into
a professional services agreement to undertake a Central City Investment Strategy; and
WHEREAS, the City desires to expand the contract to include studies on two
Oshkosh Corridors to include 9th Avenue and Highway 441 South Park Avenue.
NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of
Oshkosh that an amendment to the professional service agreement with Houseal Lavigne
Associates, LLC is hereby approved to include two corridor studies at 9t' Avenue and
Highway 44/South Park Avenue in an amount not to exceed $50,000.00 and the proper
City officials are authorized and directed to enter into an appropriate agreement for
purposes of same and to take those steps necessary to implement the terms and
conditions of the agreement as amended.
BE IT FURTHER RESLOVED that money for this purpose is hereby appropriated
