Oshkosh, Wisconsin 54903-1130 Subject: Contract Amendment Request 1 Related to City Contract 15-18, Libbey--Nicolet North Main Street Area Detention Basin I Storm Sewer Design Services AECOM Project No.60430562 Dear Mr. Rabe, AECOM Technical Services, Inc. (AECOM) is requesting an amendment to the agreement dated May 28, 2015,AECOM Proposal Number OPP-3069 for Libbey—Nicolet North Main Street Area Detention Basin 1 Storm Sewer Design Services. An amendment was discussed in an e-mail exchange in October 2015 for the additional geotechnical engineering services out lined herein. Those additional services were tracked under task 4 of the original contract. Throughout the preparation of the final construction documents combining 16-01 Work Unit A and Work Unit B (N. Main Street Area-Fernau Watershed) at the City's request, additional services were required to combine the two different design projects. After the bid opening of City Contract 16-01, the project was not awarded and re-bidding of Work Unit B (N. Main Street Area—Fernau Watershed) occurred in March/April of 2016. All construction documents were required to be repackaged for Work Unit B. The schedule is to re-bid Work Unit A in the winter of 2016-2017. Justification AECOM provided additional out of scope services that included the following items. A more detailed description of the services provided can be found in the Scope of Services section. The sub-tasks identified in this Amendment were additional services provided by AECOM (e.g. task 4 is a major task and 4.1 is a sub-task). Task 4.1 —Additional Geotechnical Field exploration Task 4.5—Hydrogeological Groundwater Study, Groundwater Modeling Task 4.6—Modeling Ground Subsidence Task 4.7—Dewatering System Design 60430562_15-18 Libbey-Nicolet Amendment 1.docx AECOM 2 Task 6.11 —Bidding support for 16-01 Work Unit B Re-bid Scope of Services Task 4—Geotechnical Investigation Our original contract included field exploration with ten (10) soil borings and two(2)temporary wells to monitory groundwater levels. A summary of the original scope is as follows: 1. Perform geotechnical investigation and analysis for the production of construction drawings and special conditions. A. Perform a subsurface investigation at the site which includes: L The drilling will be subcontracted to Professional Service Industries, Inc. (PSI)with AECOM oversight. H. Mobilize an ATV-mounted drill rig to the site. a. Complete 10 soil borings. b. Install temporary PVC standpipe monitoring wells in two (2) of the wet detention basin borings to evaluate the long term groundwater level at the site. ■ Water levels will be measured twice per month for 4 months. iii. Obtain representative samples to the termination depth of the borings. iv. Observe groundwater conditions during drilling and prepare field logs documenting drilling methods, SPT results, and groundwater observations. V. Perform in-situ falling head hydraulic conductivity testing in the two wells to determine the in-situ permeability of the soils below the bottom of the proposed detention basin. vi. Abandon the borings and monitoring wells. vii. Review and classify the retained samples in accordance with the Unified Soil Classification System (USCS) and United States Department of Agriculture(USDA) textural classification system. vill. Analyze the soil and groundwater conditions encountered in the borings with respect to the proposed storm water basin, and storm sewer construction. B. Prepare a geotechnical report under the direction of a professional engineer registered in the state of Wisconsin. Task 4.1 —Additional Geotechnical Field Exploration 1. Two (2)temporary PVC standpipe monitoring wells were installed in two of the inlet channel borings to evaluate the long term groundwater level at the site. ■ Water levels were checked twice per month for 4 months. 2. Results were incorporated into the geotechnical memorandum. A technical.memorandum was prepared for incorporation into the geotechnical report describing the approach, input values, figures, and estimates for groundwater flow as determined by the model. Task 4.6—Modeling Ground Subsidence The results of the groundwater flow model were imported into a hydro seep model to predict the extent and degree of ground subsidence as a result of long term dewatering. 1. A technical memorandum was prepared for incorporation into the geotechnical report describing the approach, input values, figures, and estimates for extent and degree of potential subsidence as determined by the model. 2. A technical report was submitted describing the approach, input values, figures, and estimates for ground subsidence as determined by the model. Task 4.7—Dewatering System Design AECOM coordinated with the WDNR to determine if a construction site dewatering permit or any permanent permits were required. During discussions with the City, it was determined that the contractor will be responsible for any permits. The following tasks were completed for the design of the long term dewatering system: 1. A long term dewatering system was designed. Construction details, products, and opinion of probable cost were provided to the City. 2. AECOM prepared special conditions to be included in the bidding documents which described construction details, considerations, and included a measurement and payments section. 3. Construction details in AutoCAD format were provided to the City and were included in the bidding documents. Task 4.8—Special Conditions,Coordination, Bidding,and Project Coordination with 16-01 Work Unit B(N. Main Street Area-Fernau Watershed) AECOM provided special conditions creation and revisions to combine 16-01 Work Unit A and Work Unit 6 special conditions for the February 2016 bidding. The additional services involved coordination and meetings with AECOM staff in Middleton and Oshkosh, and the Brown and Caldwell team. Task 6.11—Additional Bidding support for 16-01 Work Unit A and B AECOM provided the following activities for bid of the 16-01 work unit A and B: 1. Prepared draft special conditions and associated bid documents for both work units. 2. Provided Underdrain biding documents. 3. Coordinated with City and Brown and Caldwell. A budget increase of$56,305.25 is requested for the additional services summarized above. The services provided will be performed in accordance with the 2016 Negotiated Fee Schedule and conditions of the General Conditions of Service—City of Oshkosh,April 2009 as provided in our original proposal number OPP-3069, dated May 18, 2015, which are expressly incorporated into, and are an integral part of, our agreement for professional services. AECOM can begin providing these services immediately upon receipt of the signed Amendment to Agreement Form— Authorization (attached).
