Subject: Proposal for Environmental Investigation and Assessment of the Marion Road
Water Tower Site,429 Marion Road, Oshkosh,Wisconsin

Dear Mr. Brand,
AECOM Technical Services,Inc.(AECOM)is pleased to provide this proposal which outlines the AECOM
scope of work for an environmental investigation and materials assessment of the Marion Road
Water Tower in Oshkosh, Wisconsin. AECOM understands that this structure is to be demolished
after a new water tower is constructed on an adjacent site.
Background
The water tower was originally constructed in 1938, and building materials containing lead(paint),
asbestos (insulation), and mercury(switches)were common at the time of its construction and in
the years before they became known to pose health and environmental hazards. The water tower
was reportedly sand blasted down to bare metal and repainted in 1986, though there are no records
of lead-based paint testing during this repainting project. Photos taken in 1986 show the vertical fill
and drain line in the water tower(interior to central column) is insulated with materials that may
contain asbestos. City personnel have reported that mercury switches were historically used in the
water tower control vault. Therefore, the potential presence of lead-based paint, asbestos-
containing insulation, and free mercury in the sump of the high altitude control vault has prompted
the scope of work described below.
Sediment from the sump in the below ground high altitude vault was sampled and submitted for
laboratory analysis of mercury by AECOM staff, and laboratory results show potentially hazardous
concentrations of mercury in the sediment at levels of 327,000 milligram per kilogram. A possible
source for the mercury is the mercury switches historically used for control valves in the vault.
AECOM was authorized by the City of Oshkosh to notify the Wisconsin Department of Natural
Resources(WDNR) of a potential release of mercury to the ground near the sump discharge. The
release notification was submitted to the WDNR on Friday, April 8, 2016. Paint samples were also
collected from the surface of the pipes in the vault, which appeared to be flaking and in poor
condition. The laboratory results indicate that the paint on the pipes is lead-based with lead
concentrations of 426 mgtkg. Representatives from AECOM, CH2M HILI_, Waste Management

Inc., and the City of Oshkosh met with Mr. Kevin McKnight of the WDNR on Friday,April 15, 2016,
to discuss the future project; the removal of the material in the vault sump and the investigation to
determine if mercury has been released to the surface soils via the sump pump discharge pipe. In
addition, surface sampling for lead will also be completed. This proposal is the result of that
meeting and will provide a scope of work for the following:
• Complete initial sampling of the High Altitude Vault sump water and soil immediately below
the sump discharge and analyze it for mercury content. Collect paint samples from the
existing water tower and select soil locations and analyze for lead content.
• Document cleanup of the sediment material in the sump for the High Altitude Vault. The
cleanup contractor will be retained by the City of Oshkosh. AECOM will document the
cleanup.
• Conduct a surface investigation around the sump discharge area to identify the extent and
degree of the mercury impacts. Provide a cleanup plan to meet WDNR Industrial Site
cleanup standards, if required.
• Conduct a surface investigation (grass area only) around the entire water tower base where
paint chips may have fallen during historical resurfacing of the water tower. Provide a
cleanup plan to meet WDNR Industrial Site cleanup standards, if required.
• Perform a demolition asbestos survey of the water tower to comply with the Environmental
Protection Agency(EPA) National Emission Standards for Hazardous Air Pollutants
(NESHAP)and the Wisconsin Administrative Code, Chapter NR 447, Control of Asbestos
Emissions (NR 447).
Scone of Work
Task 1 —Initial Testing
AECOM proposed to initially collect one sample of the discharge water from the sump and one soil
sample from the surface of the discharge area to identify if there is mercury in the water or in soil at
the discharge location to assess the likelihood that a release to the environment has occurred (note
that negative results to these tests will not definitively prove that a release has not occurred). A site
specific Health and Safety Plan that covers all potential hazards that AECOM may encounter during
work on the site will be prepared. The samples will be analyzed for mercury and analytical using
method EPS 7471. In addition,AECOM will collect 4 paint chip samples from the existing paint on
the water tower and 4 samples from the ground surface and have them analyzed for lead content
per EPA method 6010. The intent is to confirm the existing paint and/or ground surface is not lead
based paint or impacted with lead, respectively. AECOM has previously incurred costs for sampling
of the sump sediment, WDNR and subcontractor coordination and laboratory analysis. These costs
will also be included in this task.
If analytical results indicated a release to the surface,AECOM will recommend the WDNR be
notified and then proceed with the following scope of work outlined in the following Tasks 3 and 4.
Deliverables: Letter report confirming that a release has likely not occurred or WDNR notification
of a release.

Task 2--High Altitude Vault Sump Cleanup
AECOM will assist the City of Oshkosh in selecting a contractor qualified to remove the mercury-
laden sediment from the sump in the vault. Waste Management has conducted a site visit and
provided a quote for the cleanup. We understand the City will contract directly with Waste
Management to complete the work. As part of the cleanup effort, additional laboratory analysis of
the sediment and water are required for disposal approval. The testing will consist of total volatile
organic compounds, Semi-Volatile Organic Compounds and Total Polychlorinated Biphenyls.
AECOM will collect the samples and submit them to Pace Analytical Services Inc. for analysis.
Deliverables: Sediment and water analytical report will be sent electronically to the City of
Oshkosh and Waste Management.A letter report documenting the cleanup of materials in the vault
will be provided and will include a disposal plan for any residual impacted materials, if any remain.
Task 3—Investigation of Potential Mercury Release to the Surface
AECOM will conduct a surface spill investigation for mercury. A site investigation plan will be
prepared and a copy sent to WDNR for comments and WDNR record files. The plan will include
surface and near surface sampling on a grid system. The plan will also include subcontracting a
hydraulic probe contractor to collect samples greater than 24 inches below ground surface.
Soil samples will be analyzed in the field with an Innov-X Alpha 4000 XRF hand held instrument to
analyzed soil samples for mercury content. The Alpha features proven SiPin Diode Detector
technology and provides on-the-spot, non-destructive elemental analysis. The Innov-X Analyzer
provides a Field-Proven System. The numerous benefits of the a4000 include: 1) rapid, thorough
site investigations, delineation and contamination patterns, 2) confirm minimally required samples to
drive investigation, 3) establish area contamination boundaries and depth profiles, and 4)test
directly through corings for depth profiles.
■ Each unit is equipped with 3 modes for analysis: Soil, Industrial Lead-based Paint, and HUD
PCS Lead Paint.
■ Soil mode list of elements: Ca, K, S, Ti, Cr, Mn, Fe, Co, Hg,As, Pb, Mo, Sn, 1, P, Ba, Ni, Cu,
Zn, Se, Rb, Sr, Zr,Ag, Cd, Sb
This instrument will also be used for Task 4 Investigation of Potential Lead Impacted Soil.
Based on this information,AECOM will prepare a remedial plan to meet WDNR Industrial Site
cleanup standards. This plan will be submitted to WNDR for their files. The plan will be either
included in CH2MHILL project bidding documents for demolition of the existing water tower or used
to obtain contractor quotes. We are not including preparing municipal bidding documents for this
cleanup.
Deliverables: AECOM will prepare a Site Investigation Plan for the City and WDNR project files.
Once the mercury site investigation is completed a cleanup plan to meet WDNR Industrial Site
cleanup standards will be prepared which will be used to solicit contractors for the cleanup.
We are not including preparing municipal bidding documents for this cleanup. A clean up
documentation report is not included at this time.

Task 4--Investigation of Potential Lead-Impacted Soil
AECOM will conduct an investigation for lead in the surface soils beneath the water tower with
qualified field staff. A site investigation plan will be prepared and a copy sent to WDNR for
comments and WDNR record files. The plan will include surface and near surface sampling on a
grid system. The plan will also include subcontracting a hydraulic probe contractor to collect
samples greater than 24"below ground surface, if necessary. Soil samples with be analyzed in the
field with a Innov-X Alpha 4000 XRF hand held instrument to analyzed soil samples for lead
content.
Based on this information, AECOM will prepare a remedial plan to meet WDNR Industrial Site
cleanup standards. This plan will be submitted to WNDR for their files. The plan will be either
included in CH2MH1Ll_project bidding documents for demolition of the existing water tower or used
to obtain contractor quotes.
Deliverables: AECOM will prepare a Site Investigation Plan for the City and WDNR project files.
This plan may be incorporated into the mercury site investigation plan, if possible. Once the lead
site investigation is completed a cleanup plan will be prepared which will included in CH2MHILL
bidding documents or be used to solicit contractors for the cleanup.
We are not including preparing municipal bidding documents for this cleanup. A clean up
documentation report is not included at this time. .
Task 5—Survey for Asbestos-Containing Budding Material in Water Tower Insulation
We propose to have a Wisconsin-certified Asbestos Inspector from AECOM perform an asbestos
demolition survey in accordance with EPA NESHAP and NR 447. The procedure for conducting the
asbestos survey will consist of a visual inspection, collection of samples, laboratory analysis of
samples, and presentation of results in tabular form. Representative samples of suspect materials
will be obtained by removing a small amount of suspect asbestos-containing building material
(ACBM)and placing it in a leak-tight container. Prior to sampling, the surface of the material will be
wetted to reduce fiber release to the atmosphere during sampling. Samples will be analyzed by
Schneider Laboratories, Inc.; using EPA recommended polarized light microscopy analysis with
dispersion staining. ACBM is defined as material that contains greater than I% asbestos. For
budgetary purposes we estimate 20 samples will be submitted for asbestos analysis
Upon receipt of the laboratory test results,AECOM will prepare a brief letter report,which will
identify materials that contained asbestos, an opinion of probable quantities, and the general
condition of these materials. Estimated quantities generated during the inspection should not be
used as bidding quantities.
A sketch map identifying the location of materials containing asbestos will also be prepared, as
warranted.
Asbestos abatement coordination and consulting will consist of obtaining quotes from licensed
asbestos abatement contractors, on behalf of the City of Oshkosh, and verifying the removal of
identified ACBM by the abatement contractor. We do not anticipate preparing formal bidding
documents and technical specifications for the project. Rather we will identify potential abatement
contractors and walk them through the site. Abatement contractors will be responsible for verifying
ACBM quantities. Assistance with the Notification Form will consist of review of the completed

document and informing the City of Oshkosh when demolition can commence. Please note that
abatement or demolition can only begin 10 working days after the Wisconsin Department of Natural
Resources and the Wisconsin Department of Health and Human Services has received the
Notification Form.
Please note this scope of work assumes that the asbestos inspection will not require entry into any
confined space or climbing to elevated locations that will require fall protection
Deliverables: AECOM will prepare a letter report providing results of the asbestos inspection. This
report will be included in CH2MHIf_t-bidding documents or be used to solicit abatement contractor
quotes.
We are not including preparing municipal bidding documents for this cleanup. An asbestos
abatement documentation report is not included at this time.
Estimated Fees
The estimated fees for scope of work described above are$46,825 as summarized in the table
below. A detailed breakdown including level of effort per assigned staff is attached. AECOM will
only charge for actual incurred costs. If the project is completed outside of the assumptions,
AECOM may request to reduce or increase the budget accordingly.

If services to be provided under this proposal require the agents, employees, or contractors of
AECOM to enter onto the project site, Client shall provide right-of-access to the site to AECOM, its
employees, agents, and contractors, to conduct the planned field observations or services.
The services described in this proposal will be provided on a time and materials basis. Based upon
the above scope of services the estimated budget for these services is$46,825. The services
provided will be performed in accordance with the negotiated 2016 Fee Schedule and the
conditions of the 2009 City of Oshkosh Negotiated General Conditions of Service, which are
expressly incorporated into, and are an integral part of, our contract for professional services.
AECOM can begin providing these services immediately upon receipt of the signed Authorization
Form (attached).
