PURPOSE: APPROVE AMENDMENT TO 2017 CAPITAL IMPROVEMENT
PROGRAM FOR RIVERSIDE CEMETERY CHAPEL REPAIRS
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the City Manager has prepared, submitted and recommended a
Capital Improvement Program for the year 2017, wherein was listed all anticipated
revenue and expenditures for said year, which program has been filed with the Common
Council and the City Clerk, and is available for public inspection; and
WHEREAS, it is necessary to amend the 2017 Program to add Riverside Cemetery
Chapel Repairs pursuant to a donation for the same.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the 2017 Capital Improvement Program, on file in the City Clerk's Office, is
hereby approved with adjustments as listed in attached Exhibit "2".

RE: Amend 2017 Capital Improvement Program — Riverside Cemetery Chapel
Repairs
BACKGROUND
The Riverside Cemetery Chapel was constructed in 1920 and has had limited interior updates
since that time. Plaster and paint have degraded in several areas due to some previous water
damage and requires restoration.
ANALYSIS
The need for interior repairs was noted in a prior architectural review of the chapel structure
in 2006 and identified to be accomplished following replacement of the tile roof and flat roof
portion of the structure. All roofing replacement has been accomplished to date with tuck
pointing of the exterior masonry completed as well. Laib Restoration Inc. has guided the
restoration plan over the years and has provided expert opinion on how to proceed from the
initial analysis to prioritization of work needing to be accomplished.
This CIP amendment will allow for use of $31,418.00 in donated funds from the John E. Kuenzl
Foundation Inc. to complete this project in 2017.
FISCAL IMPACT
The interior restoration work estimate was submitted by Laib Restoration Inc. and presented
to the John E. Kuenzl Foundation Inc. for funding. The Kuenzl Foundation has agreed to fund
the entire cost of the project in the amount of $31,418.00.
RECOMMENDATION
Staff recommends approval of the 2017 Capital Improvement Program amendment.
