Subject: Contract Amendment No.2 for Storm Water Management, Civil Site Plans, and
Surveying Services for the Proposed Redevelopment of the Vacant Lot Located
East of Grove Street in Oshkosh,Wisconsin

Dear Ms. Brandt,
AECOM Technical Services, Inc. (AECOM)presents this Amendment No. 2 to revise the storm
water management plan and civil site plans for the above-noted project. Amendment No. 2
requests additional fees to modify the civil plan set and storm water management plan for the
development based on recent discussions with City staff(Mr. Steve Gohde and Mr. John Ferris of
Engineering, Ms. Elizabeth Williams of Planning).
Scope of Services
Certified Survey Map
AECOM delivered a signed original of the two-lot Certified Survey Map (CSM) to the City on
February 23, 2016. We understand the City will handle recording of this document and prepare the
sidewalk easement release. This portion of our scope is now considered complete.
Civil Site Plans and Storm Water Management Plan (SWMP}
AECOM submitted a set of the civil site plans and a storm water management plan (SWMP)for the
Lot 1 development area for City review on January 27, 2016. As directed by the City, these plans
were prepared utilizing a Rain Garden (biofilter) as a Best Management Practice(BMP)for
treatment of storm water runoff to comply with the City storm water ordinance. Upon City review of
the January 27, 2016, plans,AECOM was requested to revise the plans using Permeable Pavers
as the BMP. Other review comments for plan revisions concerning connections for utilities were
relayed to AECOM in our February 23, 2016, meeting.
AECOM will revise the civil site plans and the SWMP using these comments. This will involve
revisions on most plan sheets, and the insertion of a new plan sheet with details and applicable
specifications related to the Permeable Pavers. The SWMP will be revised to describe the
Permeable Paver BMP and present modeling to show their expected performance to achieve a
minimum 40%Total Suspended Solids (TSS) removal. Since this is a re-development site, no
runoff rate control is required and therefore will not be included in the SWMP.

We understand this residential development falls under City building codes, and therefore a WDNR
Notice of Intent (NOI)for a Construction Site Storm Water Discharge permit is not needed.
Deliverables; AECOM will prepare one(1)draft set of civil plans and SWMP for review and
comment by City Engineering staff(not Site Plan Review). Upon receiving City Engineering staff
comments,we will furnish one final set in electronic format.
Proiect Coordination 1 Meetings
AECOM will attend one review meeting with City staff and provide coordination efforts related to
contacts with both the City and the building design architect.
Fee Estimate
The original Geotechnical Evaluation for the project site was authorized with a budget of$6,000 for
services outlined in our proposal dated September 15, 2015.Amendment No. 1 to this project for
the Survey, Civil Design, and SWMP services was authorized on January 19, 2016,with a budget of
$19.800.
We propose to complete the additional work described in this proposal on a time and materials
basis for an estimated fee of$6,600. The time and materials fee will be effective if this proposal is
accepted by the City of Oshkosh within 60 days of the date of this proposal.

Terms and Conditions
Services described in this proposal will be performed on a time-and-expense/unit-cost basis. The
project services will be performed in accordance with the 2016 Negotiated Fee Schedule and the
April 2009 Negotiated Terms and Conditions between AECOM and the City of Oshkosh,which are
expressly incorporated into, and are an integral part of, our contract for professional services.
Please indicate your acceptance of this proposal by having an authorized individual of the City
execute the attached Authorization Form and return it to our Oshkosh office. If you have any
