HomeMy WebLinkAbout19. 17-351 JULY 11, 2017 17-351 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE 2017 GREAT NEIGHBORHOODS CAPITAL IMPROVEMENT PROGRAM FUNDING IN THE AMOUNT OF $97,470.00 INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the Common Council approved funds in the 2016 and 2017 Capital Improvement Programs (CIP) for public improvements to be undertaken as part of a Great Neighborhoods Program; and WHEREAS,the Common Council previously approved funding for Phase I, II and III activities/improvements utilizing 2016 CIP funds; and WHEREAS, staff is recommending the following activities and/or improvements be undertaken with 2016 Phase IV and 2017 Phase I CIP funds of the Great Neighborhoods Program which includes: 1. Rusch Park Master Plan $20,000.00 2. Stevens Park Improvements $ 3,700.00 3. Rusch Park Invasive Species Remediation $ 3,770.00 4. Terrace Tree Plantings $25,000.00 5. Teichmiller Park Baseball Diamond Improvements $45,000.00 TOTAL project costs $97,470.00 NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of Oshkosh that 2016 and 2017 funded activities/improvements of the Great Neighborhoods Program, as noted above, is hereby approved in the amount of$97,470.00. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to take those steps necessary to implement said program. Money for this purpose is hereby appropriated from: Acct No. 323-0740-7216-06616/06716 — Great Neighborhoods 2016/2017 TO: Honorable Mayor and Members of the Common Council FROM: Alexa Naudziunas Assistant Planner - Planning Services DATE: July 4, 2017 RE: Approve 2017 Great Neighborhoods Capital Improvement Program Funding in the Amount of $97,470 BACKGROUND The Great Neighborhoods Program provides residents the opportunity to originate projects that enhance quality of life through strategic improvements to the public realm. Projects are intended to improve the image, market, and physical conditions of Oshkosh neighborhoods. Staff provided recognized neighborhood associations and groups pursuing healthy neighborhoods the opportunity to apply for funding to support capital improvement projects within their neighborhoods. A total of ten projects have been submitted and staff is recommending five projects (Phase I) for Common Council consideration. The remaining five projects (Phase II) need additional information gathered prior to being submitted to the Common Council for consideration. In 2016, the Common Council approved $200,000 within the City's Capital Improvement Program for the Great Neighborhoods Program, of which $100,000 was donated by the Oshkosh Area Community Foundation. In 2016, the Common Council approved Phase I and II projects in the amount of $150,747.00 (Res -16-364) and (Res -16-488). And in 2017, the Common Council approved Phase III projects in the amount of $25,500 (Res -17-22). The remaining 2016 Great Neighborhoods CIP funds in the amount of $23,753 will be spent in Phase IV. $72,972 will be used from Great Neighborhood CIP cost savings from previous projects that came in under budget. Phase I of 2017 Great Neighborhoods Capital Improvement Programs Funding will be used in the amount of $745.00. A description of each 2016 Phase I, II, and III project and the current status is listed below for your review. Project Status Phase I 1. Traeger Elementary Inclusive Playground Complete 2. William Waters Plaza Completion Fall 2018 3. Trash Receptacle/Benches-Stevens Park Complete 4. Crosswalk Improvements — Ferry Crossing Complete 5. Teichmiller Park Butterfly Garden Complete 6. Riverside Park Trash Receptacles Complete 7. Terrace Tree Plantings Complete Phase II 1. Millers Bay Streetscape Design Plan Completion Summer 2017 Phase III 1. Urban Forestry -Terrace Tree Plantings Complete In 2017, the Common Council approved $175,000 within the City's Capital Improvement Program for the Great Neighborhoods Program. ANALYSIS The following projects have been reviewed by resident leaders and City staff and are being proposed to utilize Great Neighborhoods Program funding. Projects Recommended: 1. Rusch Park Master Plan $20,000.00 The Sawyer Creek Neighborhood Association is requesting funding to help develop a master plan for Rusch Park which serves the surrounding neighborhood. The project will be developed through contracting with Rettler Professional Services. The scope of services will include public input sessions, topographical survey, wetland delineation and park improvement recommendations. The Comprehensive Outdoor Recreation Plan (CORP) is planned to be updated this year and the Rusch Park Master will be created in conjunction with the CORP update. 2. Stevens Park Improvements $3,700.00 The Stevens Park Neighborhood Association, in collaboration with city staff, is requesting funding for improvements in Stevens Park. The improvements include addressing accessibility to the existing covered shelter through concrete surfacing, educational signage, bulletin board and collapsible bollards at park entrance. The neighborhood is providing a donation of $500.00 to help leverage CIP funds. 3. Rusch Park Invasive Species Remediation $3,770.00 The Sawyer Creek Neighborhood Association is requesting funding to remove buckthorn, a prominent invasive species in the Rusch Park. The project will include an education component to train residents on appropriate methods to mitigate invasive species common in the region. The Parks Department will work closely with residents to create a maintenance plan to mitigate the future growth of buckthorn. The buckthorn will be removed using a Daveco Brush Cutter rental and chemical treatment. 4. Terrace Tree Plantings $25,000.00 The Parks Department is requesting funding to install terrace trees. Terrace trees will be planted in conjunction with other projects such as street reconstruction, housing rehabilitation, Habitat for Humanity builds, neighborhoods plans etc. Staff will work collaboratively with the Parks Departments to ensure trees are planted in a manner that does not conflict with existing underground utilities. 5. Teichmiller Park Baseball Diamond Improvements $45,000.00 The Ferry Crossing Neighborhood Association in partnership with the Oshkosh North Youth Baseball Program is requesting funding to improve the baseball diamond in Teichmiller Park. Planning staff will work collaboratively with the Parks Departments to ensure the baseball diamond is completed by the end of fall 2017. The Oshkosh North Youth Baseball Program is leveraging city funds through a donation of $5,000 towards the construction of a batting cage. An additional $1,000-$2,000 could be available on an annual basis to assist with facility maintenance.
