HomeMy WebLinkAbout13. 17-345 JUNE 27, 2017 JULY 11, 2017 17-324 17-345 ORDINANCE FIRST READING SECOND READING (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: MODIFY PARKING REGULATIONS TO RESTRICT PARKING ON 10TH AND 11TH AVENUE FROM SOUTH MAIN STREET TO THE END OF THE STREET INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A- 11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: 10TH AVENUE Add Thereto: No parking, south side, from 150 feet east of South Main Street to the end of the street from 2 hours before to 2 hours after arena events. No parking, north side, from South Main Street east to the end of the street from 2 hours before to 2 hours after arena events. 111h AVENUE Remove Therefrom: 1-Hour parking, south side, from South Main Street to 52 feet east thereof. Angle parking, south side, from South Main Street east to the end of the street. Add Thereto: No parking, south side, from South Main Street to the end of the street. No parking, north side, from 100 feet east of South Main Street to the end of the street. SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice Please take notice that the City of Oshkosh enacted ordinance #17-345 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONs 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on July 11, 2017. The ordinance modifies parking regulations on 101h and 111h Avenues from South Main Street to the end of the streets. TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Director of Transportation DATE: June 23, 2017 RE: Modify Parking Regulations 101h and 1111, Avenues BACKGROUND The first ordinance modifies parking restrictions on 1011, Avenue. It removes parking on both sides of 10t1, Avenue, from South Main Street east to its terminus from 2 hours before to 2 hours after events at the arena, Ieaving no parking any time, south side, from South Main Street to 150' east of South Main Sheet as is. This request comes from Alro Steel, city staff including Community Development and. the Transportation Department. The Traffic Review Advisory Board recommends approval. (5-0) The second ordinance modifies parking restrictions on 11th Avenue. It removes parking on the south side of 11t1, Avenue, from South Main Street east to its terminus, north side from 100' east of South Main Street to the end of the street and leaves the loading zone, north side, from South Main Street to 100' east as is. This request comes from city staff including Community Development and the Transportation Department. The Traffic Review Advisory Board recommends approval. (5-0) ANALYSTS There are no sidewalks and many docks on both sides of the 10t1, Avenue which make for less than ideal conditions for pedestrians. Alro Steel has a 24 hour operation and trucks use 10th Avenue heavily. 11", Avenue will be the main entrance and exit for new arena's parking lot. Removing parked vehicles in these area will improve safety for vehicles and pedestrians. Staff met with Alro Steel, Sadoff Iron and Metal and Kalmerton Welding. All agree with these recommendations. 1 j. City Oshkosh FISCAL IMPACT The fiscal impact of this ordinance is the cost of signage. The signage cost would come out of the Sign Department operational budget. RECOMMENDATION Section 27A-11 of the Municipal Code pertains to parking regulations on designated streets and alleys.
