No. 511-1728-6426-00000 Transit Utility—Maintenance Structure ;apomm c' Fytiip : Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jon G. Urben, General Services Manager DATE: July 3, 2017 RE: Award Bid to Rucinsky's Painting for Downtown Transit Center Painting for GO Transit ($61,500.00) BACKGROUND GO Transit's 2017 Operating Budget included $75,000 to clean and paint the Downtown Transit Center located at 110 Pearl Avenue. The Downtown Transit Center was last painted in 1999 and currently requires pressure cleaning and painting. The areas to be pressure washed and painted include the facility roof, passenger waiting shelters and benches. The Downtown Transit Center is a major hub for GO Transit's bus service. ANALYSIS Working with the Transportation Department, Purchasing reviewed and prepared bid specifications seeking contractors for this service. Bids were sent to area painting contractors, posted in the local newspaper and posted online on Onvia Demandstar and the State of Wisconsin's Vendornet. Four bids were received on June 23, 2017. Three of the four bids met the minimum requirements and moved forward in the process. See attached bid tab. After reviewing the bids it was the consensus of Purchasing and Transportation Division staff that the low bid from Rucinsky's Painting met the minimum specifications. If approved, project work would begin this summer and is required to be completed by October 1, 2017. FISCAL IMPACT This project will have a total fiscal impact of $61,500. The Transit Utility budgeted sufficient funding for this service in the maintenance to buildings/structures account (511-1728-6426-00000) in their 2017 operating budget. RECOMMENDATION Purchasing recommends the Common Council award this bid to Rucinsky's Painting for $61,500. Respectfull Submitted, Approved: Jon G. Urben, General Services Manager Mark A.
