PURPOSE: APPROVE PROFESSIONAL SERVICES PROPOSAL TO GERBER
LEISURE PRODUCTS FOR PLAYGROUND DESIGN AND
INSTALLATION FOR MENOMINEE PARK SEA,SAND AND SAILOR
LAND ($122,500.00)
INITIATED BY: PARKS DEPARTMENT
WHEREAS, the City of Oshkosh has requested proposals for playground design,
equipment, installation, and poured in place rubber surfacing; and
WHEREAS, it appears that the following is the most advantageous proposal:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said proposal is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and proposal on file. Money for this purpose is hereby
appropriated from:

RE: Approve Professional Services Proposals to Gerber Leisure Products for Playground
Design and Installation for Menominee Park Sea, Sand and Sailor Land ($122,500)
BACKGROUND
The Common Council allocated $125,000.00 in the 2015 Great Neighborhoods Program to replace the
play equipment at Menominee Park Sea, Sand and Sailor Land installed in 1997. The Parks Department
worked with the Menominee South Neighborhood Association to identify types of playground
equipment they would like included within the design at Menominee Park. The Parks Department and
Purchasing then included these specifications into a Request for Proposal (RFP) and solicited proposals
from playground design firms. The proposals requested firms to provide up to two playground designs,
the equipment, installation, and poured in place rubber surfacing.
ANALYSIS
The RFP was issued for this project on March 22, 2017 and sent to known playground design firms.
Proposals were due April 28, 2017. Proposals were received from five firms. Proposals for Menominee
Park were reviewed by the Menominee South Neighborhood Association at their May 16, 2017 meeting.
The Association members overwhelmingly selected proposal 2.2 from Gerber Leisure Products Inc. for
their product and design. Parks Department staff also recommends Gerber Leisure Products proposal
2.2, given staff's familiarity of Gerber's Landscape Structures equipment in numerous other Oshkosh
parks and their status as an innovative design leader within the playground equipment industry.
FISCAL IMPACT
The total fiscal impact of Gerber Leisure Products proposal 2.2 is $122,500.00. The proposal includes the
equipment, installation and poured in place rubber surfacing. The Common Council allocated
$125,000.00 for play equipment in the 2015 Great Neighborhoods Program. Funding for this playground
equipment will be from A/N#: 323-0740-7204-06516. The remaining funds will be utilized for site
restoration.
RECOMMENDATION
Section 12-16 of the Municipal Code provides that subject to approval of the City Manager, the City may
enter into professional service agreements without following a competitive bidding or quotation process.

In accordance with Section 12-16, Purchasing recommends that the Common Council approval the
proposal submitted by Gerber Leisure Products Inc., PO Box 42, Mount Horeb, WI 53572 for $122,500. If
