TID # 16 and TID #17 JOINT REVIEW BOARD
MEETING MINUTES
November 13, 2001
8:00 AM, Department of Community Development Conference Room
Present: Susan Werblow (Chair), Board of Education; Gerald Rickman, Fox Valley Technical College;
or, City of Oshkosh; Robert Pung, at-large member.
Others: Richard Wollangk, City Manager; Jackson Kinney, Director of Community Development.
Chairperson Werblow called the meeting to order at 8:02 AM.
Review/Action on TID #16
Director of Community Development Jackson Kinney reviewed the status of the 100 Block project. He indicated
the developer, 100 Block LLC, was proposing to undertake construction of a 6 ½ story mixed
er is in the process of completing
an appraisal on the project to determine if the value of the development will cover the loan. He noted that a market
analysis which had been done as part of the appraisal had apparently showed the market would respond positively
to the development.
Mr. Kinney noted that the TIF Plan provided for the City to cover up to 25% of eligible project costs with TIF
assistance, and that without that support the project would not move forward.
Review/Action on TID #17
Mr. Kinney reviewed the City Center Project Plan. He indicated that a TID had been created previously for a
portion of the former Park Plaza Mall property with that TID, TID #15, covering the former Prange Department
Store building location. That TID was created to provide for the conversion of the department store space to
offices, in order to retain 4-Imprint in downtown Oshkosh.
Mr. Kinney indicated TID #17 would provide assistance in the implementation of a variety of project activities,
including installation of second floor windows, development of residential uses, expansion of retail uses in the
other activities that would improve the appearance of the facility. Mr. Kinney also indicated that the TID Plan
would provide development of a river promenade and streetscaping improvements in adjacent right-of-way areas.
Motion by Gerald Rickman and second by Robert Pung to approve TID # 16. Motion carried.
