HomeMy WebLinkAboutMinutes-AviationBusinessPark JOINT REVIEW BOARD TID #26 AVIATION BUSINESS PARK MEETING MINUTES February 05, 2013 8:00 a.m., City Hall Conference Room 203 Present: Matthew Wiedenhoeft, Board of Education; Mark Rohloff, City of Oshkosh; Jerry Bougie, Winnebago County; and Melissa Kohn, Fox Valley Technical College. Staff: Allen Davis, Director of Community Development; Darryn Burich, Director of Planning Services; David Buck, Principal Planner; and Elizabeth Schultz, Planning Technician. The meeting was called to order at 8:00 a.m. by Mark Rohloff. Mr. Burich provided a brief explanation of the organization and the functions of the Joint Review Board. He stated that the Joint Review Board is the first and last step in the creation process and also designates the public member of the Board. Mr. Wiedenhoeft asked if the Board takes suggestions for the public member and Mr. Burich stated that former Mayor Bill Castle had volunteered to serve once again as the public member but others could be nominated. Mr. Rohloff added that the JRB has sought and city development. Mr. Burich added that the previous public member, Robert Pung, had served for many years and had also been an Oshkosh mayor. Mr. Rohloff inquired if there were any other nominations and there was not. A motion was made by Ms. Kohn and second by Mr. Wiedenhoeft to designate Mr. Castle as the public member. Motion carried. Mr. Burich provided a brief overview of the proposed TID # 26 and discussed the purpose of the industrial park as an aviation related business park. He stated that the land area is currently in the process of being attached to the City of Oshkosh that will be completed prior to approval of the TID by the Common Council. Mr. Burich added that the expenditures will be used to pay for land acquisition, public roadways and utility construction. There is also a -the- connection agreement with the airport. Mr. Wiedenhoeft asked if the current Aviation Industrial Park was full. Mr. Rohloff said that the land area in the current Aviation Industrial Park is not fully developed but is sold. Mr. Burich added that the City will take ownership of the eastern half of the TID area for sale and the County will be purchasing the western half. The County will then lease it out so as to allow the access to the airport and generating increment on improvement values. Mr. Burich went over the Project Plan Summary and discussed the several types of TIDs while stating this would be an industrial TID with a 20 year lifespan. He went over the estimated base values, estimated value at closure and estimated increment. Mr. Burich also touched upon the job creation element of the TID and sta accelerator that is being developed by Chamco, UWO and Aero Innovators. Mr. Davis explained that the City and other entities are looking at an EDA grant that would be used for the accelerator and added that the idea of an aviation related park was a concept they were receptive to, especially with the connection to the accelerator and the Technical College Aviation program, as it creates immediate employment opportunities and availability of aviation appropriate development opportunities. Discussion took place regarding future/long-range plans of EAA and discussion between Chamco, the County and EAA about their potential interest. Mr. Burich added that the City Comprehensive Plan designates this area for industrial use. Mr. Wiedenhoeft inquired if the park could be done privately or by Chamco alone. Mr. Burich explained that the cost of the public improvements would make it infeasible and Mr. Rohloff added that Chamco could not get the funding for such a venture. Mr. Wiedenhoeft asked if the public improvement is the impetus for the TIF. Mr. Burich and Mr. Davis replied in the affirmative and stated that the large expense of roadways and utilities make the project too difficult for private financing. Mr. Bougie inquired if there was any business driving the creation. Mr. Rohloff stated that there was not at this time but there has been interest but no lands available. Ms. Kohn added that through Aero Innovators, there had been interest in companies locating in the area but there have not been any suitable lands available. Ms. Kohn asked if the County land purchase was finalized. Mr. Davis stated there was an accepted offer that will go to the Aviation Board on February 12, 2013 and County Board on February 26, 2013. Mr. Burich explained that the public hearing , boundaries and project plan for the TID will be at the Plan Commission this evening (February 5, 2013) and that it would be brought before the Common Council on February 26, 2013 followed by another Joint Review Board Meeting. A subsequent meeting was scheduled for March 5, 2013 at 10 a.m. Motion by Mr. Bougie and second by Mr. Wiedenhoeft to adjourn the meeting. Motion carried.
