TID #27 NORTH MAIN STREET INDUSTRIAL TID
MEETING MINUTES
July 17, 2014
8:00 a.m., City Hall Conference Room 203
Present: Matthew Wiedenhoeft, Board of Education; Burk Tower, City of Oshkosh; Mark Harris,
Winnebago County; Amy Van Straten, Fox Valley Technical College; and William
Castle.
Staff: David Buck, Principal Planner.
The meeting of the Joint Review Board was called to order at 8:04 a.m. by Mr. Harris.
Mr. Harris asked if there was any discussion on the resolution approving the creation of tax increment
district number 27. There were no questions. Mr. Tower made a motion to approve, which was
seconded by Mr. Wiedenhoeft.
Mr. Buck went over the summary of the TID plan and discussed that it is an industrial TID located on
the north side of Oshkosh encompassing approximately 231 acres with a base value of about $42
million, district value is estimated at approximately $69 million at closure with an estimated future
increment of approximately $10 million. Mr. Buck further explained that the purpose of the TID was
two-fold. The first is creating regional stormwater detention and conveyance facilities to encourage
development and redevelopment of industrial properties by reducing and/or eliminating expenses
associated with individual strormwater detention. The North Industrial Park was originally created at a
time when stormwater management codes were not as stringent as today and it did not include any
regional facilities that are common practice in all of our business and industrial parks today. Therefore,
the lots were created and many of them improved in such ways as to not leave enough land area to
provide current stormwater management, which stifles growth and development. The second reason is
$2 million of PAYG0 assistance to Bemis Healthcare Packaging, Inc. (Perfecseal) at 3500 North Main
Street for a $25 million 110,000 square foot clean room and clean warehousing addition including $15
million in building and $10 million in equipment. Mr. Buck said that Bemis had been considering
multiple locations with the two under consideration being here in Oshkosh or Monterray, Mexico. The
use of PAYGO assistance will allow Oshkosh to be the chosen location and will retain the 160 jobs
currently here as well as create an additional 161 jobs over 3-5 years. Mr. Wiedenhoeft inquired if the
PAYGO numbers were accounted for in the plan and Mr. Buck affirmed that it was. Mr. Tower stated
that the job count will be accounted for in the development agreement as well and the payout will be
contingent on the improvement values or the 10 year timeframe.
Mr. Buck went over the estimated TID costs in the plan at approximately $8 million and $1.7 million of
outside district investment that will not be paid with the TID but will also benefit the area. He went
over the boundary map and the improvements map and continued to review the elements of the project
costs. Mr. Buck described how the PAYGO portion of the TID would operate and how financing
would take place. He went over the economic feasibility. Total estimated value added is estimated at
$27.3 million which will generate approximately $650,000 annually with the projected value of the
increment over the life of the district estimated at approximately $9.9 million. The Joint Review Board
discussed the increment projections on table 2 and the increment by jurisdiction in table 3.
The Joint Review Board determined that the district is an industrial TID and not less than 50% of the
property is suitable and zoned for industrial use, improvement of the area is likely to significantly
enhance the value of substantially all of the other real property in the district, project costs relate
directly to the promotion of industrial development consistent with the purpose for which the tax
incremental district is created, equalized value of taxable property in TID #27 plus the value increment
of all existing Districts does not exceed 12% of the total equalized value of taxable property within the
City, any real property within the TID that is suitable for industrial uses is zoned for industrial use and
will remain zoned for industrial use for the life of the tax incremental district, and the project plan is
.
Mr. Harris stated there is a motion and a second to adopt the resolution approving the creation of tax
increment district number 27and he asked if there was any further discussion. Hearing none he asked to
call the vote. All voted in favor and none opposed. Motion carried unanimously and resolution passed.
Motion to adjourn the meeting made by Mr. Wiedenhoeft and second by Mr. Castle. Motion carried.
