March 23, 2017

1.Call to Order
Ms.Pollaski called the meeting to order at 3:01 p.m.
2.Approval of February 23rd 2017 Meeting Minutes
Ms. Pollaski made a motion to approve the February 23rd 2017 meeting minutes and Mr.
Schellenger seconded the motion. Motion carried unanimously.
3.Jambalaya Arts Inc. Presentation –Kit Pollaski
Ms. Pollaski presented the materials she gathered for background and general information about
Jambalaya Arts Inc. Ms. Pollaski explained that the group is organized by volunteers and is an
established 501 c (3). The group has been operating for 17 years as a community meeting place for
local artists. They are involved in a number of events including Gallery Walk. They have a
membership contract and bylaws.
4.Jackson/Oregon Street Bridge Project –Discussion on design and public art
Mr. Schellenger requested that this item be discussed. He explained that it is importation for the
Public Arts and Beautification Committee to review the proposed design of this bridge project. Mr.
Burich explained that this project is still quite a few years away, but would welcome input from this
committee. Ms. Naudziunas agreed to make sure that the committee would have a chance to review
this project once there is more information confirmed.
5.Crosswalk safety improvement possibilities through alternative paint colors –400 Block North
Main Street
Mr. Schellenger presented on the crosswalk painting idea. The focus of his presentation was
intended for the two midblock crossings located on the 400 N Main Street block. The goal would be
to improve visibility of the crosswalks for safety and improve the aesthetics. The group agreed that
this is a project they would like to work on. Potential next steps will be to work with Jim Collins in
the Transportation Department to explore the feasibility of this project. Ms. Naudziunas agreed to
discuss this further with Jim Collins.
6.Vision and Mission Statement –Discussion and begin drafting
Ms. Naudziunas explained that at previous meetings the group thought it would be helpful to
establish a vision and mission statement to help guide their efforts.Ms. Naudziunas presented the
current mission statement and vision statement to the group.
7.Staff Report –Riverwalk Guardrails
Ms. Naudziunas followed up with the group on a question from the last meeting about the
guardrails along the Riverwalk. The Riverwalk was designed without guardrails for financial
reasons.
8.Future Agenda Items
Ms. Pollaski requested the committee discuss the idea of micro parks at the next meeting.Ms.
Naudziunas agreed to keep the crosswalk discussion for the next meeting agenda.Mr. Larson
agreed to invite the muralist Chad Brady to the next meeting.Ms. Naudziunas explained that any
additional agenda items can be added to the list if she is contacted.
9.Adjournment
Ms. Pollaski made a motion to adjourn and Mr. Larson seconded the motion. Motion carried
unanimously at 4:20 p.m.

Briefly describe the project/activity, including its purpose:
This project is for a planning grant which will be used to guide improvements in the alley area
behind 400 N Main Street. The geographic scope of the project may include sections of the
public parking lot and the entire alley. The Alley Activation Partnership is in the process of
being created to help support this project.
The Alley Activation Partnership invites you to imagine beyond what the alley is today to what
it can be in the future. This plan proposes that downtown Oshkosh should rethink its service
alley behind North Main Street as a unique opportunity for public open space, in which the
vitality of the city can be put on display for all to see. The historic use as a service corridor
does not need to remain singular. The success of this partnership relies heavily on all
property owners participating.
The Alley Activation Plan will establish a shared vision for alley activation in downtown
Oshkosh. The plan will provide the necessary background and strategies to help guide the
community towards repurposing the underused public space. The anticipated audience for
the Alley Activation Plan is the downtown residential and business community as well as the
greater Oshkosh community. This plan will not be intended to dictate the uses of private
property, rather provide insightful suggestions on how to make use of blend of private and
public space to engage the community. Property owners are not expected to provide
unwanted public access to their properties.
The plan will support and encourage dialogue on how the alley can be activated and serve as
a backdrop for art, events and commerce in the central city. With the assistance of a planning
consultant, this plan should provide guidance to property owners, residents and businesses
on how to activate this public/private space.
Phase II is planned to be a secondary funding request in 2018. Implementation of the Alley
Activation Plan which will rely on public private partnerships.
Project Management:
Project management is primarily the Oshkosh Public Arts and Beautification Committee with
support from Community Development Department staff, but the project is anticipated to be
coordinated with the Transportation Department, Public Works Department and the Downtown
Business Improvement District.
Community partners:
Alley Activation Partnership
The Alley Activation Partnership will be a collaborative effort initiated by the City of Oshkosh.
The Alley Activation Partnership will be created in order to facilitate the planning process and
include the community. Additional support will be provided by the City of Oshkosh Community

Development, Transportation and Public Works Departments. The partnership representatives
are anticipated to include:

Timeline: Fall 2018 – Spring 2019 - Work is planned to take place during winter 2018/2019.
Scope/Quality/Creativity/Anticipated Outcomes:
An activated alley is a public space that is activated and pedestrianized to support community,
economic and social improvements. It is an area designed as a place for people. It can be
considered an “Urban Living Room”. The alley will serve as a back drop for community
activities that support the arts, local businesses and neighborhoods. Residents will feel invited
and safe exploring this public space.

· Clean and functional space respecting current required uses
Neighborhood Benefit and Need:
This project is not located within a recognized neighborhood boundary. The Public Arts and
Beautification Committee believes that all neighborhoods benefit from a vibrant central
downtown area. Based on preliminary discussions with residents and property owners, it is
clear that this space is being underutilized. Many visitors use the parking lot and use this
space as a shortcut to get to Main Street or enter through the rear entrance of businesses
adjacent to the alley. The area is not well lit causing visitors to feel unsafe. Often times the
alley accumulates litter creating an unclean perception of the central city area. There is

potential to reclaim this area for a more efficient use that can make visitors feel safe and
invited.
Project Readiness:
This project is intended to be worked on in phases. This phase is for the design and planning
of the project. Project is ready to begin once funding is available.
Consistency with Adopted Plans and Policies:
Imagine Oshkosh - A Master Plan for Our Center City
Imagine Oshkosh is a long-term vision and strategy for Oshkosh’s center city. It
will direct growth, investment, and development in the City’s greater downtown area over the
next 10 years. The plan addresses character and sense of place, working in the center city,
living in center city and activating the center city. The Alley Activation Plan will be designed
as a complimentary addition to the Imagine Oshkosh Plan. The goal will be to address all of
these elements through the Alley Activation Plan.
City of Oshkosh Strategic Plan
Improve our quality of life assets – The Alley Activation Plan will provide guidance on how to
create an additional destination in our city center.
Neighborhood Participation:
This project is not located within a recognized neighborhood boundary. However, this type of
project will require a large amount of public input based on its location in the central downtown
area. This project will rely heavily on the input from all neighborhood associations. The
Oshkosh Healthy Neighborhoods Alliance will be invited to all meeting regarding the project.
