RE: Environmental Consulting Service Agreement with AECOM for Proposed Site
Development of the State Street Parking Lot ($70,000) reimbursed by developers.
BACKGROUND
In anticipation of the completion of the construction of garages to serve the Washington
Building in the near future, Community Development staff requested a proposal for
environmental consulting services in order to facilitate the redevelopment of the State Street
Parking Lot. The work contained within the proposed scope of services is required for
potential redevelopment of the State Street Parking Lot, currently owned by the City.
ANALYSIS
The proposed fees are based on an hourly contract, not to exceed $70,000. Specific elements of
the services to be performed for the project are similar to all the City -owned Buckstaff and
Marion Road redevelopment sites, and include:
• Complete Voluntary Party Liability Exemption (VPLE) for Wisconsin Department of
Natural Resources (WisDNR), which the City would want in order to limit any liability
for the City or future owner for environmental contamination on the site.
• Additional Subsurface Investigation (if required)
• Work Plan for handling/using contaminated soil and groundwater management.
• On-site construction documentation.
This work must be completed in concert with redevelopment of the State Street Parking Lot

FISCAL IMPACT
The cost of these professional services will be paid by the developers as required in the
Development Agreement.
