PURPOSE: APPROVE AGREEMENT WITH NES ECOLOGICAL SERVICES FOR
IMPLEMENTATION OF STORM WATER DETENTION BASIN
VEGETATION MAINTENANCE PROGRAM ($116,156.48)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with NES Ecological Services for
implementation of storm water detention basin vegetation maintenance program in the
amount of one hundred sixteen thousand one hundred fifty-six dollars and 48/100
($116,156.48)

RE: Approve Agreement for Implementation of Storm Water Detention Basin
Vegetation Maintenance Program / NES Ecological Services ($116,156.48)
BACKGROUND
In May 2016, the Department of Public Works selected Applied Ecological Services, Inc. (AES) for the
development of a Storm Water Detention Basin Vegetation Maintenance Program for the many City -owned
detention basins. AES provided their report to Public Works this spring. Based on the information in that report,
Engineering Division staff requested proposals for the implementation of the storm water detention basin
vegetation maintenance program.
ANALYSIS
Engineering Division staff requested proposals from five (5) firms specializing in this type of work. Two (2) firms
responded by submitting proposals. After review of the proposals, NES Ecological Services (NES) was selected to
perform the work. NES was selected due to their technical qualifications, experience, and overall project cost.
FISCAL IMPACT
Engineering Division staff reviewed the proposals and proposed costs. The proposed fee for Year 1 is $43,096.00;
Year 2 is $38,408.64; and Year 3 is $34,651.84, which brings the total not -to -exceed contract to $116,156.48. Funds
for these services are budgeted in the Storm Water Utility's Operating Budget.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature,
including professional services, may be procured without the use of formal, sealed quotes. I have reviewed the
proposal and in accordance with Section 12-16 of the Code, I am hereby recommending the Common Council
approve the award of this proposal.
