Steve Haas called the meeting to order at 4:00 pm.
Bill Christianson stated he was not at the last meeting. It was
suggested that the vote to accept the minutes be tabled because only
three members are present that attended the last meeting.

Jim Collins told that a resident in the area would like to utilize the
parking space in front of his house to park his and guest’s vehicles. He
said this area was changed from 15 minute to 2 hour parking in 2008
when the business in the adjacent building changed from a pizza
delivery to a beauty salon. He explained that currently this building is
vacant. He recommended leaving the 36 feet adjacent to the vacant
building as is with 2 hour parking pending the next use of the
building as this would allow enough space for two average sized
vehicles to park.

Jim Collins said the UW-Oshkosh Police and Oshkosh Police
representatives are present. He explained the member who made the
request is not here today.
Dan Sceiszinski said he has seen cyclists riding the wrong direction on
High Avenue.
UW-Oshkosh Officer Sabel stated officers stop cyclists going the
wrong way if possible but it is difficult to catch up with them. He
explained the officer must circle back in order to stop them and most
times the cyclist has gone into a building or are further ahead than
expected. He said vehicles and foot traffic make it even more difficult
to catch up with the cyclist. He told officers will issue a warning the
first time someone is stopped but will issue a citation the next time.
He said cyclists must follow the same traffic laws as motorists and
officers give a cheat sheet with the rules of the road to educate people.
He went on to say officers have Titan Tokens that they give to
students they see doing good things, such as using the crosswalk, and
traveling with traffic in bike lanes. He explained when a student gets
two of these tokens they can redeem them at the Police Department
for a tee shirt or things like that.
Ross Wandschneider wondered if a one way sign for cyclists might
help or if it would be too confusing for motorists.
Officer Tom Kopczy, coordinator of the Bike Patrol Unit of the OPD,
said there is a bike symbol with an arrow indicating the direction of
travel already marked in the bike lane.
Dan Sceiszinski said he has noticed cars entering the bike lane near
intersections to turn right.
Jim Collins said May is bike safety month and there will be a Bike
Oshkosh event held May 20th.

Jim Collins said there are plans to install a traffic signal at the
intersection of 11th Ave. and Main St. as part of the arena project. The
entrances to the parking lot of the arena will off Main Street on South
Park Ave. and 11th Ave. He told the first game at the new arena is
scheduled in November.

Dan Sceiszinski said the traffic backs up in the right lane on Koeller
Street while the left lane is empty when traveling north by 9th Ave. He
said some motorists jump lanes and others cut through the parking lot
of Pizza Hut to avoid waiting. He inquired if a separate right turn lane
could be installed. He asked about traffic count numbers specifically
how many left and right turning vehicles in the round about.
Jim Collins replied that the DOT did a traffic count of the number of
vehicles that passed through the intersection last summer however, it
is difficult to count turning movements.
Dan Sceiszinski asked about adding lane hash marks by Red Robin.
Jim Collins said he would check into this matter.
