HomeMy WebLinkAboutMinutesDOWNTOWN OSHKOSH BID BOARD MINUTES April 18, 2017 PRESENT: Megan Lang, Kris Larson, Jim Stapel, Sandy Prunty, David Krumplitsch, Andy Ratchman, Chanda Anderson, James Evans, Benjamin Rennert EXCUSED: Kay Bahr, David Sparr, Marlo Ambas STAFF: Cassie Daniels – BID Manager, Jeffrey Nau - Associate Planner OTHERS: Sergeant Matthew Ziegler – Oshkosh Police Department, Rob Kleman – Oshkosh Chamber of Commerce, Corey Mikkelson -Leadership Oshkosh/Choice Bank I - CALL TO ORDER Chair Lang called the meeting to order at 8:00 a.m. and a quorum was declared present. II – APPROVE MINUTES OF MARCH 21, 2017 MEETING Ms. Prunty noticed that she was not listed as a member on the Parking Committee. Mr. Nau responded that he would amend the minutes to include her. Sandy Prunty moved to approve the minutes of March 21, 2017 meeting as amended. Jim Stapel seconded the motion which passed unanimously. III – POLICING/TRAFFIC/PARKING ENFORCEMENT ISSUES Sergeant Ziegler introduced himself and stated he was filling in for Sergeant Gorte. Sergeant Ziegler reported that the Department received several email complaints regarding parking on Commerce Street and asked the Board if they have seen any improvements. Ms. Anderson replied it has improved and added 4-Imprint was overusing the on-street parking and migrating onto the City Center Shops Lot. Sergeant Ziegler stated Captain Schoeni instructed the Community Service Officers to concentrate enforcement on Commerce Street. Andy Ratchman arrives at 8:08 a.m. BID Manager Daniels reported that she found a distributer that sells the same crosswalk signs used by the City and cost $385 each. She added that she found similar signs the same size and weight that are less expensive. Ms. Prunty stated that she has noticed other communities have either painted crosswalks or use colored concrete and emailed Mr. Nau to see if this was something Oshkosh would consider. Mr. Nau responded that he included in the BID packet information provided by Transportation Director Collins stating painted crosswalks statistically do not lower vehicle-pedestrian accidents. DOWNTOWN OSHKOSH BID BOARD MINUTES April 18, 2017 Mr. Evans called a point of order that this topic will be discussed later on the agenda. Chair Lang agreed. Sergeant Ziegler reported that the pub crawl was last weekend. The Police Department had equal coverage in the downtown resulting in six citations and campus area resulting in 83 citations. He added that the event obviously has evolved from a Downtown barhopping event to a large campus house party. Mr. Rennert commented the following day the area looked like a disaster. Mr. Stapel added that he heard several of the apartment buildings received a lot of damage. Lastly, Sergeant Ziegler stated the March for Science will take place on April 22nd, and the Oshkosh Marathon will occur on April 30th; both will require some temporary street closings. Chair Lang asked the Board if they could move up the discussion on crosswalk signage while Sergeant Ziegler was available. The Board agreed. VI - CROSSWALK SIGNAGE FOR THE BID Bid Manager Daniels passed around some information on alternate crosswalk signage. She added that the least expensive model was $225. Ms. Prunty commented that several local communities paint their crosswalks using various colors like red, yellow or white. Mr. Rennert stated that painted crosswalks stand out more than a small sign. Mr. Larson agreed. Ms. Lang suggested the BID could either buy a few signs to try them out, request that the city paint the crosswalks, or both. Mr. Stapel said he would prefer both. Ms. Lang said she would like to have the crosswalks painted before the weather gets warmer. Ms. Lang asked Mr. Nau to keep this on the agenda for next month and to see if Mr. Gohde would be available to attend the next meeting. Mr. Nau said he would and added he would also invite Mr. Collins as he would be responsible for the painting. IV – MONTHLY FINANCIAL REPORT There was no discussion on this item. Jim Stapel moved to approve the monthly financial report as presented. Kris Larson seconded the motion which passed unanimously. DOWNTOWN OSHKOSH BID BOARD MINUTES April 18, 2017 V – AMENDMENT OF BID BYLAWS IN REGARD TO BID COMMITTEES Mr. Nau informed the Board that he made some minor adjustments to the BID Bylaws resulting from discussions at the March meeting. Changes include:  citizens serving on committees may be at-large instead of having to own property or a business within the BID;  5 BID board members may serve on the same BID committee  Changed the names of the Marketing Committee to the Marketing and Membership Relations Committee;  Changed the name of the Recruitment Fund Grant Committee to the Recruitment/Retention Committee Mr. Nau referenced to the BID Organizational Chart included in the BID packet reflecting the changes. Ms. Lang stated they should be working to get additional volunteer members on the committees. James Evans motioned for approval of the amended BID Bylaws as presented. Sandy Prunty seconded the motion which passed unanimously. VII - BID MANAGER AND SUBCOMMITTEE REPORTS BID Manager Daniels presented a summary of her activities over the past month as outlined in the BID Manager’s report included in the BID packet. Highlights include:  Holiday Parade Committee: o Working on sponsorship and volunteer forms o Parade will be held on November 16th o Theme will be A Charlie Brown Christmas  UnWINEd event has sold 73 tickets so far. Hoping for 100 to 125  Satori Imports is working on the tote bags for new residences and Farmers Market  Working on Summer Punch Card promotion.  Marketing and Member Relations Committee: o Working with Chalk Walk organizers  Beautification Committee: o Alexa Naudziunas with the City attended to talk about alley beautification project o Boughs have been removed from the flower pots o Asked Parks Director Ray Maurer on placing welcome sign at Al B. Memorial Park o Trying to get lighting for the Opera House Square sign DOWNTOWN OSHKOSH BID BOARD MINUTES April 18, 2017 o Flowers will be planted before Memorial Day o Kelly Green is providing a free trial for plantings in the bump outs and also removing the junipers by Hot Dog Charlie’s  May hire an intern for the Holiday Parade  Web traffic has really exploded since contracting with Stellar Blue  Had two TV interviews regarding the Peeps displays. VIII – BID COMMITTEE UPDATES This item was discussed in the BID Manager’s report IX – IDENTIFICATION OF AGENDA ITEMS FOR THE MAY 16, 2017 MEETING Crosswalk signage and painting BID Committee Updates X – ADJOURNMENT With there being no further business, Sandy Prunty moved for the meeting to be adjourned at 8:50 a.m. Jim Stapel seconded the motion which passed unanimously.
