The following items will be considered: 1.Call to Order 2.Approval of April 20,2017 Meeting Minutes 3.Sidewalk Approval Process –Preliminary Approval and Final Approval with resident notification 4.BikeOsh 2017 -Update 5.Bicycle and Pedestrian Circulation Plan Update -Discussion 6.Agenda Items for the Future Meeting(s) 7.Adjournment BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MINUTES –April 20, 2017 PRESENT:Tom Otto, Adam Bellcorelli,Jim Michelson,Vicky Redlin,Ben Rennert STAFF:Assistant Planner Alexa Naudziunas 1.Call to Order Mr.Michelson called the meeting to order at 4:01 p.m. 2.Approval of March 16,2017 Meeting Minutes Mr. Otto moved to approve March 16, 2017 meeting minutes and Ms.Redlin seconded the motion. Motion carried unanimously. 3.Oshkosh For Education Curb Appeal Project –Prioritize Bike Lanes –Action Ms. Naudziunas explained that the group Oshkosh 4 Education is planning a school district beautification event for fall of 2017. The group plans to perform a series of beautification projects at each school in the district. Part of the project includes incorporating bike lanes on the street surrounding the schools. Ms. Naudziunas explained that the committee must approve the projects that she provided to them. Ms. Redlin made a motion to approve the priorities as listed below and Mr. Bellcorelli seconded the motion. Motion carried unanimously.The following is the recommended prioritized list of bike facility improvements based on staff research and committee motion. 1.Jefferson Elementary School – 10th Ave.-Sharrow Minnesota –Sharrow 2.Oshkosh North High School – Smith Ave.–Bike Lane Linwood Ave.-nothing Vinland St.–Bike Lane Wisconsin St.–Bike Lane 3.Oaklawn Elementary School –Not in LMI N Main St.–Bike Lanes 4.Oshkosh West High School- Taft Avenue –Existing Bike Lanes N Westfield –nothing Southland Ave.–nothing N Eagle St –Bike Lane 5.Merrill Elementary School- W New York Avenue –planned for sharrow after construction Kentucky St.-nothing Central St.–nothing W. Custer Ave.–nothing 6.Read Elementary School –Algoma Blvd, Elmwood Ave and W New York Ave.–The committee has already prioritized this area. 7.Washington Elementary School – Winnebago Ave.-nothing School Ave -Sharrow Bowen St –Bike Lane Rosalia St.–Sharrow 4.BikeOsh 2017 –Update Ms.Naudziunas updated the committee on the progress of the event planning. Ms. Naudziunas asked the committee to reevaluate it they would like to continue hosting this event for 2018.The committee agreed to discuss the future of the event at a different meeting.Mr. Redlin volunteered to serve as host for the BikeOsh event. 5.Technical Assistance Award –Scope of Services and Timeline Review Ms. Naudziunas reviewed that Kim Biedermann from East Central Wisconsin Regional Planning Commission was present at the March meeting to present and answer questions regarding the Technical Assistance Award. Ms. Biedermann reviewed the services that will be provided to the committee. Ms. Naudziunas explained that the committee must review the final scope of work for the project and timeline.The committee agreed that the scope of work and timeline is acceptable. 6.Agenda Items for the Future Meeting(s) The committee expressed an interest keeping the Bicycle and Pedestrian Circulation Plan on the agenda. 7.Adjournment Mr.Bellcorelli moved to adjourn the meeting and Mr.Rennert seconded the motion.
