Rohloff, City Manager DATE: May 2, 2017 RE: Cooperative Purchases of Vehicles for Fire Department, Water Distribution Division and Electric Division BACKGROUND This memo is to report three recent vehicle purchases pursuant to the cooperative purchase exception of our purchasing ordinance. The first vehicle is a Ford F-150 for the Fire Department, replacing their 1999 Suburban. The second vehicle is a Ford F-250 with service body for the Water Distribution Division, replacing their 2005 pickup truck with service body. The third vehicle is a Ford Transit Van T-350 for the Electric Division to replace their 1995 van. ANALYSIS Purchasing has confirmed that Ewald Automotive Group holds the State of Wisconsin Department of Administration contract (#505ENT-M17-2017VEHICS-00) for these vehicles. FISCAL IMPACT The total fiscal impact of the Ford F-150 vehicle from Ewald's state contract pricing is $35,018.00. The 2017 CIP allocated $45,000.00 for this vehicle. The total fiscal impact of the Ford F-250 vehicle from Ewald's state contract pricing is $28,092.50. The 2017 CIP allocated $52,000.00 for this vehicle and approximately $20,000.00 the remaining balance of this vehicle's CIP allocation will be used to purchase the required service body components. The total fiscal impact of the Ford Transit Van T- 350 vehicle from Ewald's state contract pricing is $35,062.00. The 2017 CIP allocated $60,000.00 for this vehicle and approximately $4,000.00 of the remaining balance of this vehicle's CIP allocation will be used to purchase required racking and other components. RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process.
