HomeMy WebLinkAbout10. 17-230 MAY 9, 2017 17-230 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE PURCHASES WITH ENTERPRISE LIGHTING LTD AND PHILIPS LIGHTING NORTH AMERICA FOR LIGHTING POLES AND FIXTURES CONTRACT NO. 17-07 - SOUTH PARK BASIN RETROFIT PROJECT ($82,634.05) INITIATED BY: PURCHASING WHEREAS, the City has allocated 2017 CIP funds for the South Park Basin Retrofit Project which included implementing components of the South Park's Master Plan which also included new parking lighting and parking lot poles and fixtures; and WHEREAS, the Purchasing Department secured proposals from the City's standardized suppliers for the City's parking lighting poles and fixtures for the necessary equipment for this project; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to purchase lighting poles and fixtures for the South Park Basin Retrofit Project from: ENTERPRISE LIGHTING LTD. 2007 Pewaukee Road Waukesha, WI 53188 Total: $35,829.05 and PHILIPS LIGHTING NORTH AMERICA 200 Franklin Square Drive Somerset, NJ 08873-4186 Total: $46,805.00 MAY 9, 2017 17-230 RESOLUTION CONT'D BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Money for this purpose is hereby appropriated from: Acct. Urben, General Services Manager DATE: May 1, 2017 RE: Approve Purchases of Lighting Poles and Fixtures to Enterprise Lighting LTD and Philips Lighting North America for South Park Basin Retrofit Project ($82,634.05) BACKGROUND The Common Council allocated a total of $5,455,000.00 in 2017 CIP funds for the South Park Basin Retrofit Project which included implementing components of the South Park's Master Plan. At their February 28, 2017 meeting the Common Council awarded Public Works Contract 17-07 for this project to Michels Civil for the bid amount of $2,903,967.86. New park lighting and parking lot poles and fixtures was also included in the 2017 CIP funding for this project, with the understanding that the City's Electric Division would purchase the equipment to ensure it met the park lighting equipment standards set forth by the Parks Advisory Board for all City parks. Installation of the lighting equipment will be coordinated Michels Civil. ANALYSIS Electric Division staff secured proposals from the standardized suppliers for the City's park lighting poles and fixtures for the necessary equipment for this project. The equipment will be purchased between two vendors: Enterprise Lighting LTD for $35,829.05 and Philips Lighting North America for $46,805.00. FISCAL IMPACT The total costs for the lighting poles and fixtures is $82,634.05 and has been budgeted within the 2017 CIP funding of $5,455,000.00 allocated for this project. Costs for the equipment will be charged to A/N# 561-2010-1799-00000 and 323-1717-7216-06702. RECOMMENDATION Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases may be made without following a formal competitive bidding process when the purchase is from only one source of supply or when standardization or compatibility is the overriding consideration. In accordance with Section 12-11 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council approve purchases from Enterprise Lighting LTD, 2007 City Hall, 215 Church Avenue P.O. Box 1130 Oshkosh, wl 54903-1130 http://www.ci.oshkosh.wi.us Pewaukee Road, Waukesha, WI 53188, in the amount of $35,829.05 and Philips Lighting North America, 200 Franklin Square Drive, Somerset, NJ 08873-4186 in the amount of $46,805.00.
