Jim Collins explained that Candeo Creative is assisting with the
naming and creation of signage for the city owned parking lots. He
said Candeo Creative was chosen because they were part of the BID.
He said twenty thousand dollars have been budgeted for the signs and
a consulting firm to assist with this project. He told he would like to
form a group consisting of 2 members of the BID, 2 members of the
PUC, the mayor and some city staff. He explained this group would
meet to work on the signs and naming the parking lots.
Mary Murken said she would be glad to help out.
Chanda Anderson stated that she assumes she will be put on this
committee by the BID.
Jim Collins went on to say that the wayfinding signs to direct traffic to
the parking lots would be done in-house. He explained that Candeo
Creative would be consulted for the design and specifications of the
signage and ways to reach out and communicate with the public

Jim Collins told that City Council is interested in reducing the number
of Boards because it is difficult to fill all the positions. He said one of
the ideas was to possibly combine the Parking Utility Commission
(PUC) with the Traffic Review Advisory Board (TRAB).
Chanda Anderson added the two are very similar and that sometimes
people think the TRAB already handles city owned parking lot issues
and vice versa that the PUC handles on street parking regulations.
Chanda Anderson expressed interest in serving on the TRAB if PUC
merges.

Mary Murken asked if the debt owed the city by the PUC would
present a problem merging the two.
Jim Collins replied he would have to consult with the city attorney
regarding this matter. He told they are looking at other Boards and
Commissions as well.
Chanda Anderson said the PUC does not designate how funds
collected are spent so really the budget isn’t an issue.
Jim Collins added that when the PUC was formed, there was more
revenue coming in from the parking meters and these funds were used
to purchase and make improvements to the parking lots. He explained
that now parking lot improvements are made with revenue from the
City’s general capital fund. He told he doesn’t know if or when this
could take place but he wanted to make them aware it is a possibility
in the future.

Jim Collins said originally the city was planning to sell the developers
of the Washington Building 2/3 of the parking lot and retain 1/3 or
approximately 20 stalls in exchange for the builder reconstructing the
entire parking lot. He told that this lot was appraised at $99,000.00. The
developer has run into issues since contamination was found where
they need to run their storm sewer pipes. In order to get a loan they
need to get a voluntary public liability exemption (VPLE). This process
is going to cost an additional $100-120,000 unexpectedly. The city
already spent $15,000 from community block grants to investigate the
contamination.

Jim Collins explained that through negotiations the current offer is the
city would sell the developer 2/3rds of the lot for $1 in return the
builder would pay the city up to $35,000 that would cover costs to mill
and overlay the remaining 1/3 city owned portion of the lot,
reconstruct the median on State Street, relocate 2 light poles and
reengineer storm water management. The developer would pay all
costs and assume liability related to the environmental concerns on
their 2/3rds of the lot.
Chanda Anderson said she would not hold up this project because
people that know a lot more than we know have checked into this
matter.
Mary Murken stated in her opinion this was not a decision the PUC
should make, it would be something the Planning Department would
decide.
Jay Ratchman added they have the blessing of the PUC, it is not
necessary to hold up the project for another month.
Jim Collins told that the demand for the remaining 20 spaces in this lot
could potentially go up when the Walker recommendation to move
permit parking further out is implemented.
