Dear Mr. Harris,
The Oshkosh Sustainability Advisory Board seeks to enable property owners use Property Assessed
Clean Energy (PACE) to finance qualified improvements in our jurisdiction. Pursuant to Wisconsin Statue
66.0627(8), PACE authorizes local governments to partner with private sector lenders to provide
financing to property owners for qualified energy efficiency, water conservation and renewable energy-
related building improvements. PACE offers businesses an attractive finance solution that is otherwise
unavailable in the market.
We would appreciate that the County Board of Supervisors consider the merits of PACE financing and
make available this economic development tool to County property and business owners. Fortunately
for Wisconsin counties and municipalities, there is already a Wisconsin PACE Commission that offers a
solution to make PACE available to counties, cities and property owners statewide. The Wisconsin PACE
Commission offers businesses in participating counties access to an open-market PACE program in which
no County budget allocation is required. We encourage Winnebago County to join the Wisconsin PACE
Commission (PACE Wisconsin).
