B) Inactive Liqour License- Morgan District31 -Es City of Oshkosh — City Clerk I am a member of the Morgan Partners, which is currently working on the redevelopment of the former Jeld-Wen property. Our site borders both sides of Oregon Street between 6th Avenue and the river. We are currently working on lease negotiation for the building just to the west of Oregon Street. We plan to incorporate 100 apartments, a 25000 sq. ft. grocery tenant, additional retail, bar, and restaurant facing Oregon Street. I am requesting that we have the opportunity to retain the liquor license that is currently placed for this site. At the present time, we have paused the development as the City of Oshkosh is considering the bridge replacement for Jackson/Oregon bridge. Our concern lies with the proposed "Interstate 41" style Flyover bridge. The flyover bridge road surface is 21' higher than the current surrounding grade and will require a retaining wall height of 21' at the river walk underpass at Oregon. The retaining wall feature will extend over 450' to the south until it meets with the current grade of Oregon Street. To connect with the river walk will require a path back to Oregon, a circular ramp or stairs. Traffic height at the peak of the bridge aligns with 3rd -floor windows of our planned development. Traffic retaining structures could be built to minimize the impacts of traffic noise and visibility, but will further elevate the profile and reduce sight lines to the river. The entirety of the mixed commercial space, retail, and grocery will have its view obstructed by the retaining wall of the bridge. It will be difficult to lease space if this bridge is approved. Our group has been diligently redeveloping this site and has continued to work with the City of Oshkosh to facilitate the expansion of the River Walk. We have a vested interest in our great City and we hope that you take this into consideration and approve the renewal of the liquor license as we work toward the redevelopment of The Morgan District.
