PURPOSE: APPROVE PURCHASE FROM TAPCO FOR PEDESTRIAN
CROSSING EQUIPMENT FOR ELECTRIC DIVISION ($30,965.60)
INITIATED BY: PURCHASING
WHEREAS, the City has accepted a donation from Oshkosh Corporation to fund the
purchase of rectangular rapidly flashing beacons (RRFB) and associated equipment for
pedestrian crossings on Waukau Avenue between Oshkosh Corporations South Plants and
employee parking lots; and
WHEREAS, TAPCO is the City's standardized supplier for all RRFB equipment;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to purchase RRFB equipment for the Waukau
pedestrian crossings from:
TAPCO
5100 West Brown Deer Road
Brown Deer, WI 53223
Total: $30,965.60
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:
Acct. No. 323-0801-6542-06748 Equipment Fund — Traffic Signal Materials

RE: Approve Purchase of Pedestrian Crossing Equipment to TAPCO for Electric Division
($30,965.60)
BACKGROUND
At their April 11, 2017 meeting the Common Council accepted a donation from Oshkosh Corporation to
fund the costs for the City to purchase and install pedestrian crossing equipment at the Waukau Avenue
crosswalks between Oshkosh Corporation's south plants and employee parking lots. The equipment
will improve safety at these crosswalks with rectangular rapidly flashing beacons (RRFB).
ANALYSIS
As TAPCO is the City's standardized supplier for all RRFB equipment, City staff secured a proposal from
them for the necessary equipment for this project. Beyond the TAPCO equipment cost of $30,965.60 there
will be additional smaller costs for Sonnet tubes and concrete. The entire project is not expected to exceed
$35,000.
FISCAL IMPACT
The TAPCO equipment ($30,965.60) and additional material costs for the project will be charged to A/N#:
323-0801-6542-06748. Oshkosh Corporation has agreed to fund all costs for this project.
RECOMMENDATION
Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases
may be made without following a formal competitive bidding process when the purchase is from only
one source of supply or when standardization or compatibility is the overriding consideration. In
accordance with Section 12-11 of the Municipal Code and with approval by the City Manager, Purchasing
recommends the Common Council approve this purchase from TAPCO, 5100 West Brown Deer Road,
Brown Dear, WI 53223, in the amount of $30,965.60.
