HomeMy WebLinkAbout07. 17-203APRIL 25, 2017 17-203 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE RESOLUTION TO DECLARE END TO EMERGENCY FOR PURCHASE OF REPAIR PARTS AND REPAIR OF BIOSOLIDS DEWATERING CENTRIFUGE INITIATED BY: PUBLIC WORKS DEPARTMENT WHEREAS, on May 9, 2016, the Board of Public Works through City Manager Mark Rohloff signed an Emergency Declaration for the purchase of repair parts and repair of the biosolids dewatering centrifuge, and WHEREAS, the repair of the biosolids dewatering centrifuge is now complete and there is no longer a need for the emergency declaration and it is necessary to declare an end to the emergency as provided in Section 12-14 of the City of Oshkosh Municipal Code and Section 62.15(1b0 of the Wisconsin Statutes. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the Emergency declared on May 9, 2016 for the purchase of repair parts and repair of the biosolids dewatering centrifuge, is hereby ended. City of� Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Co ouncil FROM: James Rabe, Director of Public Works DATE: April 20, 2017 RE: Approve Resolution to Declare End to Emergency for Repair Parts and Repair of Biosolids Dewatering Centrifuge BACKGROUND On May 9, 2016, City Manager Mark Rohloff, in accordance with Section 12-14 of the Municipal Code and §62.15(lb) of the State of Wisconsin Statutes, signed an Emergency Declaration declaring an emergency for the purpose of repairing the biosolids dewatering centrifuge at the Wastewater Treatment Plant. The biosolids dewatering centrifuge is a critical component to completing the treatment process and removing water from the biosolids. The Wastewater Utility pays to have the Biosolids disposed of, and removing excess water is critical to keeping costs as low as possible. It was imperative the centrifuge be repaired and returned to operation as quickly as possible, as spring weather was turning wet. ANALYSIS Pursuant to the Declaration of Emergency, the repair of the biosolids dewatering centrifuge was completed. The equipment is operational and there is no longer a need for the emergency declaration. Therefore, it is necessary for the Council to declare an end to the emergency. FISCAL IMPACT There is no fiscal impact to this resolution. The total cost of repairing the biosolids dewatering centrifuge was $96,093.69 and was funded out of the Wastewater Utility Operating Budget. RECOMMENDATIONS It is recommended the Council pass the Resolution declaring an end to the Emergency declared on May 9, 2016 for the purpose of repairing the biosolids dewatering centrifuge.
