APRIL 25, 2017 17-201 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE ONE OSHKOSH — OUR NEIGHBORHOODS ENGAGE - STRATEGIC PLAN INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the City's 2017-2018 Strategic Plan identifies "Strengthen Neighborhoods" as one of the top priorities; and WHEREAS, in 2014, Council approved the Healthy Neighborhood Initiative Program to implement neighborhood and housing improvement programming; and WHEREAS, the City of Oshkosh Community Development Department has worked with neighborhood associations and local housing agencies to develop a unique brand and strategic plan which is meant to unify those working to strengthen Oshkosh's neighborhoods; and WHEREAS, the multi -agency strategic plan has been approved by the Habitat for Humanity Board of Directors, the Oshkosh/ Winnebago County Housing Authority Board of Directors and the ADVOCAP Planning and Program Committee. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the attached ONE Oshkosh —Our Neighborhoods Engage — Strategic Plan is hereby approved and the proper City officials are authorized and directed to take those actions necessary to implement ONE Oshkosh. TO: Honorable Mayor and Members of the Common Council FROM: Elizabeth Williams Planner DATE: April 19, 2017 RE: Approve ONE Oshkosh - Our Neighborhoods Engage - Strategic Plan BACKGROUND Oshkosh neighborhoods are vitally important community assets. The City's 2017-2018 Strategic Plan identifies "Strengthen Neighborhoods" as one of the top priorities. Over the last year, the City of Oshkosh Community Development Department has worked with neighborhood associations and local housing agencies to develop a unique brand and strategic plan which is meant to unify those working to strengthen Oshkosh's neighborhoods. ONE Oshkosh - Our Neighborhoods Engage - was developed to unify those working towards the goal of "Strengthening Neighborhoods" in Oshkosh. On January 10, 2017, City staff provided an overview of ONE Oshkosh and the process taken to develop the strategic plan to the Common Council ahead of obtaining final approval from the agencies that were involved with the development of the brand and strategic plan. ANALYSIS The purpose of ONE Oshkosh is to bring together public and private resources to invest in neighborhoods through property improvements and stronger relations among neighbors. A multi -agency strategic plan has been drafted by the City of Oshkosh, Greater Oshkosh Healthy Neighborhoods Incorporated (GO-HNI), Habitat for Humanity -Oshkosh, Oshkosh/Winnebago County Housing Authority, and ADVOCAP, Inc. and is intended to guide neighborhood revitalization efforts through 2020. For your review and consideration, City staff has provided an infographic which lays out the framework for the strategic plan, a copy of the strategic plan that has been developed to achieve the goals identified during stakeholder input sessions held throughout 2016. The ONE Oshkosh Strategic Plan establishes goals in four outcomes areas: Image, Market, Physical Conditions, and Neighborhood Management. Each agency has identified roles and responsibilities to ensure the identified goals are achieved in each outcome area. Over the last month, City staff has presented the multi -agency strategic plan to the Habitat for Humanity Board of Directors, the Oshkosh/Winnebago County Housing Authority Board of Directors and the ADVOCAP Planning and Program Committee for approval. Each agency approved the draft strategic plan, and now City staff is sending the final ONE Oshkosh Strategic Plan to the Common Council for their consideration. FISCAL IMPACT The City's identified activities within the ONE Oshkosh Strategic Plan will be implemented with available funding from the extension of Tax Increment Financing Districts which has been approved by the Common Council. Funds will also be requested through the City's Capital Improvement Program as the budgeting permits. Additionally, City staff will seek grant opportunities that further implementation of the ONE Oshkosh Strategic Plan. The City's investments will be leveraged by additional funding invested in neighborhoods by collaborating agencies. RECOMMENDATION The Department of Community Development recommends the Common Council approve the ONE Oshkosh Strategic Plan as proposed. (GO-HNI), Habitat for Humanity - Oshkosh, Winnebago/Oshkosh Housing Authority, ADVOCAP, Inc. and local resident leaders to identify roles and responsibilities that seek to strengthen neighborhoods and achieve positive outcomes in four areas: Image, Market, Physical Conditions and Neighborhood Management. Efforts have led to the development of an overarching brand (ONE Oshkosh) and the following Strategic Plan which is intended to promote collaborative efforts among agencies to collectively work towards implementation of the Common Council's Strategic Plan Goal - Strengthen Neighborhoods.
