Jim Collins told that Strand Associates were engaged in 2007 by the
school district to do a study on how to improve the entrance / exit to
the Carl Traeger School. He said temporary solutions have been tried
but have not solved the problem. The school district reengaged Strand
to update the 2007 study. He introduced Kyle Henderson, of Strand
Associates.
Kyle Henderson explained that his firm was hired to study and
recommend improvements for the safety and access to Carl Traeger
School. He explained the alternatives. He said alternative A was a no
build, leave things as they are which does not effectively accomplish
the objectives. Alternative B was a traffic signal with no geometric
changes, which improves queuing and pedestrian safety and is the
least expensive option. Alternative C includes a one mile stretch of 3
lane road with a signalized intersection containing a right turn only
bay and possible bike lanes. Alternative D is a single lane roundabout
which he said could hold more than the current volume.

There was some discussion about there being enough green space on
the school property to solve the problem by creating two one-way
roads. Kyle Henderson replied that the school uses the green space for
gym and sports and is nervous about student safety with changing
traffic on the grounds. The fact that Webster Stanley crosses Hazel
Street to use green space was brought to the Board’s attention. Kyle
Henderson explained the school would need to be reconfigured for
additional entrances if additional roads were added. Another option
discussed was possible bussing from a Park & Ride location.
Jim Collins said no left turn on private prope rty is not enforceable and
the school site issues are spilling over into the neighborhood.
Dan Becker said he does not support any of the proposed options. He
conceded there is a problem that needs fixing but he would like it
fixed with the least logistical and financial impact on the community.
Gary Ross said he supported alternative C which would move traffic
in and out like what was done for Oshkosh Corp. at shift change.
Ben Stepanek said he would support either alternative C or D, but it
would be hard to find a good time to construct D.
Ross Wandschneider said he supports alternative C, because he felt
the traffic signal was more controlling than the roundabout.
Dan Sceiszinski moved that alternative C be recommended.

Jim Collins told bike lanes on Westhaven Drive were in the Bike and
Pedestrian Plan of 2011. He explained these bike lanes would connect
with existing bike lanes in the Westhaven area to the churches, Aurora
Medical Center and shopping. He told installation of bike lanes would
necessitate removal of parking on the west side of Westhaven Drive .
Jim Collins said on Friday he received a telephone call from Father
Doug, of St. Raphael Church, who expressed concerns about losing
the west side on street parking. Jim Collins read a letter written by
Mark Lindekugel, the business manager of St. Raphael that suggested
the bike lanes be put on Oakwood Road rather than Westhaven Drive.
Jim Collins explained he also received a telephone call from Don
Derozier who supported the bike lanes but was concerned about truck
traffic here.
Dan Scieszinski said the on street parking is closer to the door of the
church they use for the fish fry and that he has seen there is still
available parking in the parking lot when he observed.
Norm Ruedinger, trustee of St. Raphael, said during the week the
parking is not an issue but holidays like Christmas and Easter may be.
He went on to say they support the bike trails and the church would
cope with the decision.

Jim Collins said he included renderings of the preferred alternatives of
the Jackson/Oregon Street Bridge. These were reviewed by the Plan
Commission, the Bike & Ped Committee and the Sustainability Board.

Future Agenda

Ben Stepanek requested some feedback from the UW-Oshkosh police
on bike lane enforcement. He said bikers were riding the wrong way
on the one way streets.
Jim Collins said he would contact the UW-Oshkosh and city police to
see if they could attend the next TRAB meeting.
