HomeMy WebLinkAboutMINUTESBICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MINUTES – March 16, 2017 PRESENT: Tom Otto, Adam Bellcorelli, Jim Michelson, Vicky Redlin, Jay Stengel, Ben Rennert STAFF: Assistant Planner Alexa Naudziunas, Steve Gohde Public Works, Jim Collins Transportation 1. Call to Order Mr. Bellcorelli called the meeting to order at 4:05 p.m. 2. Approval of February 16, 2017 Meeting Minutes Mr. Otto moved to approve February 16, 2017 meeting minutes and Ms. Redlin seconded the motion. Motion carried unanimously. 3. Kim Biedermann – East Central Wisconsin Regional Planning Commission – Report on Technical Assistance Award Kim Biedermann from East Central Wisconsin Regional Planning Commission was present at the meeting to present and answer questions regarding the Technical Assistance Award. Ms. Biedermann reviewed the services that will be provided to the committee. Ms. Naudziunas explained that at the next meeting they will review the final scope of work for the project. 4. Approve use of Segways on: a. The Fox River Riverwalk Ms. Panske made a motion to approve the use of segways on the riverwalk and Mr. Bellcorelli seconded the motion. Motion carried 5-2. b. Parks Pathways Ms. Panske made a motion to approve the use of segways on park pathways and Mr. Rennert seconded the motion. Motion carried unanimously. c. Bike Lanes Mr. Stengel made a motion to approve the use of segways in bike lanes only when other facilities are not available and Mr. Rennert seconded the motions. Motion carried 6-1. 5. Project Prioritization – Action - See attachments for project considerations A. Sidewalk Recommendations –Mr. Rennert made a motion to approve the sidewalk project recommendations prioritized as follows below and Ms. Redlin seconded the motion. Motion carried unanimously. 1. Algoma Boulevard Westside of along Riverside Cemetery There are a number of burial plots near Algoma Blvd. The Parks Department is looking into this project, but there may not be potential due to utility poles, tree and burial plots too close to the road. 2. Bowen Street West side north of Murdock 3. Waukau Avenue (Near Bellfield Drive) – South side 4. South Washburn Street 20th Avenue to Highway 44 (west side) 5. West Linwood Avenue Ontario Street to one lot east of Walnut Street (north side) (close to Oshkosh North High School) B. CIP 2017 Budget Prioritizations Ms. Redlin made a motion to approve the staff recommendations in order as follows, Mr. Rennert second the motion. Motion carried unanimously. Replace Sharrows with Thermal Plastic Material – Citywide New York Avenue – Summit Avenue to Jackson Avenue – Sharrow Elmwood Avenue 32’– Vine Avenue to New York Avenue – Two Bike Lanes Algoma Blvd and Elmwood Avenue - Bike Route Sign Irving Avenue and Elmwood Avenue – Bike Route Sign Algoma Blvd 32’ – Woodland Avenue to New York Avenue – Sharrow 6th Avenue 36’– Michigan Street to Main Street – Sharro Wisconsin Street – Bridge to Algoma Blvd – Two 4’ bike lanes Westhaven Drive – 9th Avenue to Patriot Lane – Abbey Avenue to 9th parking moved to one side -Two Bike Lanes C. Additional Projects Ms. Naudziunas reviewed each of the projects listed in the potential improvement handout. 6. Agenda Items for the Future Meeting(s) The committee expressed an interest keeping the Bicycle and Pedestrian Circulation Plan on the agenda. 7.
