Background
ECWRPC awarded a technical assistance project with the City of Oshkosh in 2017 to
update the Pedestrian and Bicycle Plan, which was created in 2011.
Intent
Update maps, including adding a new map which highlights new infrastructure
added since the plan was approved in 2011
Update the following chapters:
o Chapter 4: Current Conditions and Inventory
o Chapter 6: Facility Best Practices
o Chapter 7: Safety Analysis (Crash Data and Six E’s)
o Chapter 8: Recommendations and Implementation
Work on identifying priorities and implementation plan
Identify maintenance priorities
Conduct pedestrian and bicycle counts on key proposed routes and newly
implemented routes (up to five locations)
Identify key accomplishments made since 2011
Hold public outreach meeting on updates to plans, specifically Chapter 8

Notes:
It’s anticipated that there will be strong collaboration among ECWRPC, the City of
Oshkosh, and the BPAC steering committee to ensure that this plan’s update reflects all
past, current, and future activities. ECWRPC will consult with key staff as necessary to
update the plan.
