PURPOSE: AUTHORIZE SUBMITTAL OF DEPARTMENT OF NATURAL
RESOURCES STEWARDSHIP GRANTS: (A) RIVERWALK
IMPROVEMENTS ON MORGAN DISTRICT PROPERTY AND
(B) RENOVATION OF EXISTING RIVERWALK ADJACENT TO
LEACH AMPHITHEATER
INITIATED BY: COMMUNITY DEVELOPMENT & PARKS DEPARTMENT
WHEREAS, the City of Oshkosh is interested in developing lands and
maintaining lands for public outdoor recreation purposes; and
WHEREAS, the next section of riverwalk improvements on the south shore of the
Fox River will be along the Morgan District property (f/k/a JeldWen property), from the
BoatWorks Riverwalk/Park easterly to the lagoon on the Morgan District property; and
WHEREAS, a concrete Riverwalk was constructed adjacent to the Leach
Amphitheater in the early 2000's that over time has settled due to the environmental
conditions still present on the site, causing the concrete to drop creating a pedestrian
hazard; and
WHEREAS, if grants are awarded, the City of Oshkosh has set aside funds in the
2018 Capital Improvement Program as its match to complete the new riverwalk section
on the Morgan District property and the Riverwalk renovation project at the Leach site.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized to submit applications to
the Wisconsin Department of Natural Resources for riverwalk improvements at the
Morgan District property on the south shore of the Fox River and a Riverwalk
renovation project at the Leach site on the north shore of the Fox River.

BE IT FURTHER RESOLVED that the City will comply with state or federal rules
for the programs to the general public during reasonable hours consistent with the type
of facility, and will obtain approval in writing from the Wisconsin Department of
Natural Resources before any change is made in the use of the project site (if
applicable).
BE IT FURTHER RESOLVED that the City of Oshkosh hereby authorizes H.
Allen Davis III, Community Development Director, to act on behalf of the City to:
1) Submit an application to the State of Wisconsin Department of Natural Resources
for any financial aid that may be available for construction of a new Riverwalk
section on the Morgan District property.
2) Submit reimbursement claims along with necessary supporting documentation
within 6 months of project completion date.
3) Submit signed documents.
4) Take necessary action to undertake, direct and complete the approved project.
BE IT FURTHER RESOLVED that the City of Oshkosh hereby authorizes
Raymond Maurer, to act on behalf of the City to:
1) Submit an application to the State of Wisconsin Department of Natural Resources
for any financial aid that may be available for renovation of the existing
Riverwalk adjacent to the Leach Amphitheater.
2) Submit reimbursement claims along with necessary supporting documentation
within 6 months of project completion date.
3) Submit signed documents.
4) Take necessary action to undertake, direct and complete the approved project.
BE IT FURTHER RESOLVED that if awarded, the City hereby accepts said funds
from the Department of Natural Resources and the proper officials are hereby
authorized and directed to execute any and all documents necessary for purposes of
same, and to carry out all actions necessary to implement the City's obligations under
the terms of the grant agreement.
