HomeMy WebLinkAbout53. 17-168 MARCH 28, 2017 17-168 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPECIAL EVENT / SAWDUST DAYS INC / UTILIZE MILLERS SAY BOAT LAUNCH PARKING LOT, MENOMINEE PARK, AND CITY STREETS FOR THE OSHKOSH SAWDUST DAYS FESTIVAL AND 5K WALK-RUN / JUNE 28 THROUGH JULY 6, 2017 INITIATED BY: CITY ADMINISTRATION WHEREAS, the City of Oshkosh has received a special event application from Oshkosh Sawdust Days, Inc. (Ellen Schmidt) to utilize Menominee Park for their Oshkosh Sawdust Days event on Wednesday, June 28, 2017 through Thursday, July 6, 2017; and WHEREAS,Oshkosh Sawdust Days Inc., through their application,has requested to allow camping for vendors, overnight parking, glass bottles, and domesticated animals in the park; and WHEREAS, Oshkosh Sawdust Days Inc. requested that beer sales at Oshkosh Sawdust Days be extended to 10:30 p.m.; and WHEREAS, Oshkosh Sawdust Days Inc. has requested to allow amplified sound until 11:00 p.m. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that approval is granted to Oshkosh Sawdust Days,Inc. (Ellen Schmidt) to utilize Menominee Park (part of the boat launch area, Kiwanis shelter, gazebo, and two small shelters near the volley ball courts) for their Oshkosh Sawdust Days Festival on the following dates: Wednesday, June 28, 2017 from 9:00 a.m. to 10:00 p.m. (set up) Thursday, June 29, 2017 from 9:00 a.m. to 10:00 p.m. (set up) Friday, June 30, 2017, from 9:00 a.m. to 11:00 p.m. (set up/event start 4:00 p.m.) Saturday, July 1, 2017 from 12:00 p.m. to 11:00 p.m. Sunday, July 2, 2017, from 12:00 p.m. to 11:00 p.m. Monday, July 3, 2017, from 12:00 p.m. to 11:00 p.m. MARCH 28, 2017 17-168 RESOLUTION CONT'D Tuesday, July 4, 2017, from 9:00 a.m. to 11:00 P.M. Wednesday, July 5, 2017 from 9:00 a.m. to 10:00 p.m. (clean up) Thursday, July 6, 2017 from 9:00 a.m. to 10:00 p.m. (clean up) to utilize city Streets (Hazel Street, Menominee Drive, and E. Murdock Avenue) on July 4, 2017, from 10:00 a.m. to 11:30 a.m. for their 5K Walk/Fun Run in accordance with the municipal code and the attached application, with the following exceptions/conditions: A. An exception to the provisions of 19-4(S) to allow Sawdust Days vendors to camp in the Historical Village area. S. An exception to the provisions of 19-4(C)(3) of the City of Oshkosh Municipal Code is granted to allow Sawdust Days volunteers and vendors in the park until 12:00 a.m. C. An exception to the provisions of 19-4(H) to allow Sawdust Days re-enactors to have glass bottles in the park with Sawdust Days taking responsibility for any clean-up issues. D. An exception to the provisions of 6-6 of the City of Oshkosh Municipal Code to allow domesticated animals for this event (petting zoo and pony rides from Cassidy's Critters). E. An exception to the provisions of 19-4(D) to allow Sawdust Days vendors to have dogs in the camping areas with Sawdust Days taking responsibility to confirm current rabies vaccination & providing appropriate identification bands or tags as approved by the Winnebago County Health Department& Oshkosh Police Department. F. An exception to the provision of 19-4(A)(3) of the City of Oshkosh Municipal Code, to allow sales, amplified music or other amplification systems,carnival rides and other activities to continue after 10:00 p.m. on the condition that such sales, amplified music or other amplification systems, carnival rides and other activities shall cease no later than 11:00 p.m. G. An exception to the provision of 4-24 (13)(6) to allow the sales of alcoholic beverages after 9:00 p.m. on the condition that such sales shall cease no later than 10:30 p.m. BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer shall pay the City's actual costs for extraordinary services. WO fence and gates are correct if this is the only parking i did not have anything to do with light tower placement we should probably ribbon fence the east perimeter also to 2016 existing fence although i know one was at the intersection prevent vehicles from exiting toward the zoo not sure of actual location not done in the past as this area was typically 2017 added fence i believe we should have another as shown only used on the 41h on ball diamond lighting the parking area proposed ribbon fenceshown as
