Jim Collins stated Glide N.E.W. LLC is looking to provide Segway
tours in Oshkosh. He explained Wisconsin statute 340.01 defines a
Segway as an electric personal assistive mobility device. He told that
other municipalities do not regulate beyond the state statute. He said
city staff felt the bike lane is a good location to operate, however it is
currently forbidden in our municipal code and we are asking for you
to consider amending it to allow Segways in bike lanes.
Dan Becker said he had safety concerns such as how the Segway
would make a left turn across traffic. Sargent Stenson replied they
would follow the rules of the road as a cyclist would. Gary Ross said
hand signals could be used.
Nick, of Glide N.E.W., explained that the guide trains ahead of time
and that the Segway can easily be operated with one hand. He told
that the top speed is 12.5 MPH.

Dan Becker expressed concern about lighting equipment. Nick said
the Segway is not lit but, equipped with reflectors. He went on to say
that safety is #1 and tours are adjusted depending on conditions. He
explained the average tour is about 4 to 5 with a maximum of 8.
Dan Becker inquired if passage of this item would also permit other
devices, such as hover boards to operate in bike lanes. Nick, of Glide
N.E.W. replied the wheel circumference on a Segway is larger than
that of a hover board. Jim Collins added that motor scooters and
skateboards are prohibited in bike lanes, but motorized wheelchairs
would most likely be permitted. Dan Becker added that these could be
an attention getter and distract drivers.
Jim Collins said it is legal for Segways to operate on the right side of
the road but staff believes it would be safer for them to operate in the
bike lane rather than next to it.
Ben Stepanek stated he believed it would be safer to operate in the
bike lane than the side of the road.

Jim Collins told that the Bike & Pedestrian Committee are working on
their recommended projects for this year, which may include requests
for bike lanes on additional roads.
Jim Collins reported he is working on the annual accident report.

Dan Scieszinski asked for an update on 9th Avenue road diet.
Ben Stepanek told there are cyclists traveling the wrong direction in
the bike lanes on campus and requested increased education and/or
enforcement.
Gary Ross said the pedestrian beacon is blocked by a no parking sign
on 20th Avenue when traveling east near Knapp Street.
Dan Becker stated he noticed several trees that need to be trimmed
and requested this be done this spring.
Jim Collins explained that a notice must be sent to the property owner
of trees located on private property. He said trees located on the
terrace can be trimmed by city employees.
