TO: Public Arts and Beautification Committee FROM: Alexa Naudziunas, Assistant Planner DATE: March 17, 2017 SUBJECT: Meeting Notice and Agenda for March 23, 2017 A meeting of the Public Arts and Beautification Committee will be held on Thursday March 23, 2017 at 3 p.m. in room 404, City Hall, 215 Church Avenue, Oshkosh, WI 54901. The following items will be considered: 1. Call to Order 2. Approval of February 23rd 2017 Meeting Minutes 3. Jambalaya Arts Inc. Presentation – Kit Pollaski 4. Jackson/Oregon Street Bridge Project – Discussion on design and public art 5. Crosswalk safety improvement possibilities through alternative paint colors – 400 Block North Main Street 6. Vision and Mission Statement – Review 7. Staff Report – Riverwalk Guardrails 8. Future Agenda Items 9. Adjournment PUBLIC ARTS AND BEAUTIFICATION COMMITTEE Minutes February 23, 2017 PRESENT: Kit Pollaski; Leif Larson; Koby Schellenger; Carleen Christianson, Shirley Brabender- Mattox STAFF: Alexa Naudziunas, Assistant Planner; Bill Sturm, Landscape Operations Manager 1. Call to Order Ms. Pollaski called the meeting to order at 3 p.m. 2. Approval of January 26th 2017 Meeting Minutes Mr. Schellenger made a motion to approve the January 26th 2017 meeting minutes and Mr. Larson second the motion. Motion carried unanimously. 3. Mural Ordinance - Committee member review Ms. Naudziunas reviewed the proposed changes from the previous meeting on the mural ordinance with the committee. The committee suggested that items #6 and #7 are moved higher up in order before #2. Ms. Naudziunas said that she will make the appropriate changes. 4. Project Lake Fly – Action to approve and recommend this project Ms. Naudziunas explained that staff is seeking support for the public art project through the Public Arts and Beautification Committee. Ms. Naudziunas explained the project to the committee. Ms. Pollaski made a motion to approve project lake fly as proposed and Ms. Christianson 2nd the motion. Motion carried unanimously. 5. Vision and Mission Statement – Discussion and begin drafting Ms. Naudziunas explained that at previous meetings the group thought it would be helpful to establish a vision and mission statement to help guide their efforts. Ms. Pollaski explained that she worked on vision statements before and proposed a draft statement for the group. The committee agreed to continue working on this at future meetings. 6. Future Agenda Items Ms. Naudziunas agreed to add a mission statement session to the next meeting agenda. Ms. Pollaski agreed to give a presentation at the March meeting on Jambalaya Arts Inc. Mr. Schellenger requested that staff research the ability to improve the safety of cross walks on the 400 block of North Main Street through alternative color paint. Ms. Naudziunas explained that any additional agenda items can be added to the list if she is contacted. 7. Adjournment Mr. Schellenger made a motion to adjourn and Mr. Larson seconded the motion. Closely collaborating with surrounding communities to create an inclusive and vibrant visual and cultural destination. Promote the community’s access to and understanding of the arts.  Education  Local Identify  Collaboration  Enhance quality of life for residents  Support economic growth  Enhance visitor experience  Support growth of the local arts community HISTORY OF COMMITTEE___________________________________________________________ Established in August of 2016, the Public Arts and Beautification Committee meets monthly on the 4th Thursday.
