PURPOSE: AWARD SID TO MACCOS COMMERCIAL INTERIORS INC. FOR
CARPET REPLACEMENT, FAITH TECHNOLOGIES INC. FOR
ELECTRICAL UPGRADES & OMNI GLASS & PAINT FOR
PAINTING & WALLCOVERING IMPROVEMENTS FOR THE
OSHKOSH CONVENTION CENTER ($342,767.00)

WHEREAS, the City of Oshkosh has heretofore advertised for bids for carpet
replacement, electrical upgrades and painting and wallcovering improvements for the
Oshkosh Convention Center; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following
are the most advantageous bids:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same,all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Maccos Commercial Interiors Inc. for Carpet Replacement, Faith
Technologies Inc. for Electrical Upgrades and OMNI Glass and Paint for Painting and
Wallcovering Improvements for the Oshkosh Convention Center ($342,767.00)
BACKGROUND
In 2015 assessments were conducted of the Oshkosh Convention Center to identify a 15 -year capital
replacement program to ensure the facility continues to be operationally functional and competitive
among convention/meeting facilities throughout the State. The assessments covered a wide variety of
areas including HVAC, roofing, kitchen equipment, AN equipment/systems, interior design items,
electrical systems, emergency generator, moveable walls and more. The assessments identified
recommendations for approximately $1.5M in necessary capital improvements over a 15 -year schedule.
Working with Facilities Maintenance staff and representatives from the Convention Center Operator
(Oshkosh Investors, LLC), it was determined that the initial capital improvement priorities should
include replacing/updating the Convention Center's carpet, paint/wallcovering and to upgrade various
electrical elements. The City hired the Boldt Company to provide construction
management/administration to coordinate the bid specifications for these initial projects.
ANALYSIS
Working with the Boldt Company, Facilities Staff and Convention Center Operator staff, Purchasing
prepared bid specifications for these three renovation projects. All three projects were advertised in the
local paper and posted on Onvia DemandStar. The mandatory pre-bid for the carpet replacement
project was held on November 29, 2016. Bids were due December 20, 2016. The bid tab is attached.
Based on the bid review, it was the consensus of Boldt and City staff that the low bid met all the
minimum bid requirements. The mandatory pre-bid for the electrical upgrade project was held on
December 14, 2016. Bids were due January 10, 2017. The bid tab is attached. Based on the bid review,
it was the consensus of Boldt and City staff that the sole bid received was competitive and met all the
minimum bid requirements. The mandatory pre-bid for the painting and wallcovering improvements
bid was held on December 14, 2016. Bids were due January 10, 2017. The bid tab is attached. Based on
the bid review, it was the consensus of Boldt and City staff that the low bid met all the minimum bid
requirements. These renovation projects are expected to begin this spring and be completed by the
summer.

FISCAL IMPACT
The total fiscal impact of all three projects is $342,767.00. The fiscal impact of the three bids is as
follows: carpet replacement- $239,090.00, electrical upgrades- $37,800.00, painting/wallcovering
improvements- $65,877.00. Funding for these three renovation projects will come from: State Trust
Fund Load Program and charged to A/N#: 503-1040-XXXX-07418.
RECOMMENDATION
Purchasing recommends the Common Council award these bids as follows: the carpet replacement bid
to Maccos Commercial Interiors Inc. for $239,090.00, the electrical upgrades bid to Faith Technologies
Inc. for $37,800.00 and the painting/wallcovering improvements bid to Omni Paint and Glass for
$65,877.00.
