HomeMy WebLinkAbout09. 17-98 MARCH 14, 2017 17-98 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE ENGINEERING SERVICES AGREEMENT WITH ADS ENVIRONMENTAL SERVICES FOR SANITARY SEWER SYSTEM FLOW MONITORING SERVICES ($76,000.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an agreement with ADS Environmental Services, for sanitary sewer flow monitoring, in an amount not to exceed Seventy-Six Thousand Dollars and 00/100 ($76,000.00). No. 551-1910-1799-00000 Sewer Utility— Construction in Progress r,A crty of Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the C on Council FROM: James Rabe, Director of Public Works DATE: March 9, 2017 RE: Agreement for Engineering Services for Sanitary Sewer System Flow Monitoring Services/ ADS Environmental Services ($76,000) BACKGROUND Public Works staff requested and reviewed a proposal for sanitary sewer flow monitoring from ADS Environmental Services (ADS) of Huntsville, Alabama. ANALYSIS The City has used ADS for flow monitoring for the past four years to collect sanitary sewer flow data, which was used to identify areas of high inflow and infiltration of clear water into the sanitary sewer system and to calibrate and verify the sanitary collection system model that was developed by CH2M HILL. ADS and CH2M HILL have a good working relationship on sharing flow data to calibrate and update the sanitary collection system model. FISCAL IMPACT Public Works staff reviewed the proposal and cost. The service to be provided is flow monitoring of sanitary sewer mains at six (6) locations for a period of 90 days, with an option for 30 additional days. ADS was chosen to perform these services because of their experience in providing these services. Additionally, ADS has the ability to provide remote monitoring of the equipment. This allows for quicker identification of any issues. The proposed fee is not to exceed $76,000. If we get enough rain events within the 90 -day period, the 30 -day extension will not be necessary and the proposed fee would decrease to $62,500. Funds for these services are budgeted in the Sanitary Sewer section of the Capital Improvements Program. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the agreement and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this agreement. Approved, Mark A.
