HomeMy WebLinkAbout05. 17-94 MARCH 14, 2017 17-94 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE AMENDING ASSESSOR'S FEES FOR NEW CONSTRUCTION TO ESTABLISH A MAXIMUM FEE INITIATED BY: COMMUNTIY DEVELOPMENT BE IT RESOLVED by the Common Council of the City of Oshkosh that the Council hereby approves amending the Assessor's property record maintenance fee schedule to include a maximum fee of$10,000 for new construction projects. TO: Honorable Mayor and Members of the Common Council FROM: Luke Alger, Deputy Assessor DATE: March 8, 2017 RE: Update Assessor Property Record Maintenance Fee Schedule BACKGROUND The Assessor Property Maintenance Record Fee has been in effect since January 1, 2014. The fee was established in order to recover costs associated with processing building permits for new construction, remodeling and additions. The fees are based on project valuation. ANALYSIS In the case of very high value projects (over $8.3 million), the current fee schedule structure has the potential to charge a fee greater than what the cost is to process the request. This issue can be resolved by updating the fee schedule to include a maximum fee of $10,000. Within the past year, there have been a handful of new construction projects that were impacted by the higher review fee than what the actual cost was to complete the review. This amendment will be consistent and reasonable for all future high value projects. FISCAL IMPACT An appropriate fee would still be collected that will cover the associated staff cost. Therefore, establishing a maximum fee would have minimal fiscal impact. RECOMMENDATION The City Council approves an amendment to the Assessor Property Maintenance Record Fee Schedule to include a maximum fee of $10,000.
